Facilities <br />in this area currently are so limited that closing of the field would mean closing programs. <br />I am, therefore, recommending that we not close this ball field and that we proceed to imple~ <br />merit the above mentioned procedures which I feel will solve most of the problem." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Early, the report to be received as information <br />was adopted by unanimous vote. <br /> <br /> 75-418 - "Consideration of an ordinance on final reading amending the City Code pertain- <br />ing to general requirements for the construction of parking lots. <br /> <br /> This matter came before Council at th~ Public Hearing on October 15, 1975. The Manager <br />was requested to investigate the feasibility of deleting small parking lots from this re- <br />quirement.'' <br /> <br /> "This ordinance was referred to the City Manager to inquire into the feasibility of <br />not requiring internal drainage in small parking lots with approximately 6 spaces or less. <br />In my opinion, I do not feel that we should be in a position to waive requirements concerning <br />drainage on a small parking lot versus intermediate or large parking lots. <br /> <br /> There are some areas in the City that are prone to flooding and even small numbers <br />of parking spaces will add to or create additional problems. Also, there are areas that <br />are unlikely to flood and even medium or, possibly, large-size parking lots would not have <br />any material effect if they were not drained through an internal drainage system. It is <br />almost impossible to effectively define the areas in ordinance form due to the fact that <br />our estimate of development in an area may not conform to the actual development that takes <br />place and the ever-present construction associated with development continues to change <br />field conditions. <br /> <br /> Based on the above, it is my recommendation that the parking lot ordinance be adopted <br />to apply for all parking lots regardless of size. When internal drainage is required, the <br />storm water will not, under normal circumstances, contribute to street flooding. In fact, <br />since the parking lot storm drain inlet is probably at a lower elevation than the street <br />inlet, the parking lot will act as a holding basis for abnormal amounts of storm water. <br />Without internal drainage the few inches of water that would have remained on the parking <br />lot will then run off into the storm sewer adding to or causing drainage problems and, in <br />some cases, flooding." <br /> <br /> On motion of Mr. east and seconded <br />first reading at Public Hearing meeting <br />vote: <br /> <br />by Mr. Early, the following ordinance approved on <br />of October 13, 1975, was adopted and by the following <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />BY ANENDING SECTION 40-48 THEREOF PERTAINING TO THE GENERAL REQUIREMENTS FOR <br />PARKING LOTS." <br /> <br />Ayes: Barnes, Early, Elliott, east, Wentz, Davis <br />Nays: Holley <br /> <br />75-521 See Page 251 <br /> <br />- NEW BUSINESS - <br /> <br /> 75-525 - George R. Walker, 1749 ~pratley Street, regarding the Office of Assistant City <br />Manager under the City Council-City Manager form of government. <br /> <br />75-526 - Councilman Holley presented the following resolution: <br /> <br />"A RESOLUTION OPPOSING THE ACTION OF THE UNITED NATIONS CONDEMNING ZIONISM. <br /> <br /> WHEREAS, the United Nations has adopted a resolution condemning Zionism as a form of <br />racism; and <br /> <br /> WHEREAS, the citizens of Portsmouth, Virginia were shocked and saddened by the action <br />taken by the General Assembly of the United Nations; and <br /> <br /> WHEREAS, all religious leaders of our community and the Council believe that such action <br />undermines the moral foundation of the United Nations. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Portsmouth, on behalf <br />of its citizens, vigorously opposes the action of the United Nations in condemning Zionism, <br />and the City Clerk be, and is hereby, directed to forward a copy of this resolution to the <br />Secretary General of the United Nations and the Secretary of State. <br /> <br /> THEREFORE, BE IT FURTHER RESOLVED, that this resolution be spread in full upon the <br />minutes of this meeting." <br /> <br /> On motion of Mr. Holley and seconded by Mr. Barnes, the resolution was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Holley, east, Wentz, Davis <br />Nays: None <br /> <br /> <br />
