The $15,000 appropriation that I am requesting is a 6-month allocation; <br />therefore, this program will require $50,000 for funding on an annual basis. <br /> <br /> In summary, t am recommending that $940,771 be appropriated from the unallocated balance <br />of the General Fund which was $2,182,278 as of June 50, 1975. Upon approval of this recommen <br />dation, the unappropriated balance in the General Fund witl be $1,241,507. A resolution <br />from the Portsmouth School Board requested that $427,000 be reserved in a contingency fund <br />to assist the School Board in meeting its obligations during the balance of the 1975-76 <br />budget year. An explanation outlining the areas in which the State has reduced its revenues <br />for school operations was furnished for your information. <br /> <br /> It has been indicated by the Governor that further cuts may be necessary in State <br />funding in order for the State to meet its revenue projections for the balance of the 1974- <br />76 biennium. Based on this and the fact that the City has approximately $900,000 of revenue <br />sharing funds included in the operational budget, I do not recommend that we-reduce our <br />unappropriated balance below the amount that has been recommended. There were numerous <br />requests that have been considered; however, I feel that restraint should be exercised <br />at this time in keeping our existing surplus at its present recommended level of $1,241,507." <br /> <br /> On motion of Mr. Early and~SeConded by Mr. Wentz, the followigg was approved on first <br />reading, and by an~-i {N~y-Elliott) vote: <br /> <br />"AN ORDINANCE TO APPROPRIAIE ADDITIONAL FUNDS FROM UNAPPROPRIATED BALANCES <br />WHICH ARE NECESSARY FOR THE OPERATION OF THE CITY GOVERNMENT FOR AND DURING <br />THE FISCAL YEAR BEGINNING JULY 1, 1975 AND ENDING JUNE 50, 1976." <br /> <br />*By l~gter dated dated November 19, 1975, the Municipal Finance CommissiOn concurs with the <br />City Manager in his recommendation. <br /> <br /> 75-515 "Consideration of an ordinance on first reading to appropriate $5,155 from the <br />General Fund for the final payment of the City's share of operating expenses through <br />December 51, 1975, for Tidewater Regional Haalth Planning Council until formation of the <br />Health Service Agency has been createdaand approved by this Council. <br /> <br /> The appropriation that was approved for June 1 through August 51 payment included a <br />recommendation that no further payments be made after December 51, 1975, subject to the <br />formation of a Health Service Agency. This appropriation is in accordance with the previous <br />recommendation and provides the final funding necessary to meet the City's commitment through <br />December 51, 1975. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $5,135 FROM THE GENERAL FUND FOR FINAL PAYMENT <br />OF THE CITY*S SHARE OF THE OPERATING EXPENSES THROUGH DECEMBER 51, 1975 OF <br />THE TIDEWATER REGIONAL HEALTH PLANNING COUNCIL UNTIL THE C}~RTER OF THE HEALTH <br />SERVICE AGENCY HAS BEEN APPROVED~BY TIlE COUNCIL OF THE CITY OF PORTSMOUTH." <br /> <br /> 75-516 - "Consideration of an ordinance on first reading to appropriate $65,582 in the <br />Capital Improvement Fund for construction of off-site drainage in the Mount Hermon Redevelop- <br />ment Project for the proposed development of 42 townhouses. <br /> <br /> This appropriation includes the total amount of the actual construction cost which <br />includes $13,026 of off-site drainage cost which is to be paid by the developer as his pro <br />rata share. The City Manager recommends adoption on first reading." <br /> <br />"Consideration Of a motion to award construction contract." <br /> <br /> Motion of Mr. Oast and seconded by Mr. Elliott, the matter to be deferred to next <br />meeting, December 9, 1975, was adopted by ~-1 (Abstaining-Wentz) vote. <br /> <br /> 75-517 "Consideration of an ordinance to amend the City Code pertaining to the use <br />of automobile license plates or decals. <br /> <br /> This amendment will require in the event of a <br />that the license plate or decal shall be destroyed <br />~issioner of Revenue. The City Manager recommends <br /> <br />sale or transfer of any motor vehicle <br />or surrendered for transfer to the Com- <br />adoption." <br /> <br /> On motion of Mr. Early and seconded by Mr. Oast, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />BY ~qENDING AND REORDAINING SECTION 23-481 THEREOF, PERTAINING TO THE USE <br />OF AUTHOMOBILE LICENSE PLATES OR DECALS." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 75-518 - "Consideration of an ordinance setting forth December 26, 1975 (Friday) as an <br />additional holiday for City employees. <br /> <br /> Christmas Day, December 25, is a Thursday; therefore, I am recommending ~hat the City <br />close on Friday, December 26 t~ ~rovxde our employees with a 4-day Christmas holiday. Two <br />of the other Tidewater cities have already designated Friday, December 26, as a holiday and <br />it is my understanding that the others are planning to take similar action.
