May 11, 1999 <br /> <br /> WHEREAS, the Cities of Portsmouth, Virginia and Suffolk, Virginia have <br />determined that expansion and upgrading of library services within their respective cities <br />is needed to better serve the educational, recreational and cultural needs of our <br />citizens; and <br /> <br /> WHEREAS, in the spirit of regionalism the City of Portsmouth, Virginia supports <br />the development of a regional library facility to serve those needs; and <br /> <br /> WHEREAS, the development of a joint library facility will be the most efficient <br />and effective use of limited financial resources for both cities; and <br /> <br /> WHEREAS, the Cities of Portsmouth and Suffolk will pursue local, regional, state <br />and federal allocations to fund the construction and operating costs of the facility; and <br /> <br /> WHEREAS, the Cities of Portsmouth and Suffolk are requesting $250,000 in <br />Regional Incentive Funding from the Hampton Roads Partnership to assist with the <br />initial planning phase for a regional library facility; and <br /> <br /> WHEREAS, the $250,000 in Regional Incentive Funds will be used for the <br />necessary planning studies to include the service area, site evaluations, and design for <br />the facility and to identify funding sources. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of <br />Portsmouth, Virginia, that it does hereby support the development of a regional library <br />facility to serve Portsmouth and Suffolk and requests $250,000 in Regional Incentive <br />Funding from the Hampton Roads Partnership. <br /> <br /> BE IT FURTHER RESOLVED, that this resolution shall be in effect upon its <br />adoption. <br /> <br /> BE IT FURTHER RESOLVED that a copy of this resolution shall be transmitted <br />to the Council of the City of Suffolk, Virginia and the Board of Directors of the Hampton <br />Roads Partnership." <br /> <br />Ayes: <br />Nays: <br /> <br />Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />None <br /> - New Business - <br /> <br />99 - 113 Boards and Commissions <br /> <br />There were no appointments. <br /> <br />99 - 114 Items Submitted by Council Members <br /> <br />Councilman Benn spoke on the return of the USS NICHOLSON, USS STORN, USS <br />HALLE BURTON, and USS STOUT, to the Portsmouth Naval Shipyard. <br /> <br />Mr. Massie recommended City Council consider a salary increase for themselves in <br />the same amount as for City employees, and to amend the budget to include salary <br />increases for City Council in subsequent years in the same amount as those for <br />general employees. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to amend the FY 1999/00 <br />operating budget to include a 5% salary increase for City Council effective January 1, <br />2000, and to include City Council with general employees for salary increase <br />considerations in subsequent years, and was adopted by the following vote: <br /> <br />Ayes: Griffin, Moody, Pitts, Whitehurst, Holley <br />Nays: Benn, Robinett <br /> <br />Councilman Moody spoke on the news article on Doughtie's move from the City of <br />Portsmouth. <br /> <br />Vice Mayor Griffin invited the public to attend the Police Memorial Ceremony. <br /> <br />99 - 115 Non-Agenda Speakers <br /> <br /> <br />
