James R. Bradford, 325 Volvo Parkway, spoke in support of the application. <br /> <br />2. Hank Fallon, 341 Park Manor Road, spoke in opposition of the application <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Robinett, to concur with the <br />recommendation of the Planning Commission that GHP-99-01 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(d) GHP-99-02 <br /> <br />DOWNTOWN NEIGHBORHOOD - Request of Gregory Dodd of <br />Horton and Dodd, P.C, agent for Portsmouth Redevelopment and <br />Housing Authority, for a group housing permit to construct 96 units <br />in a portion of the Ida Barbour complex located between South and <br />County Street. <br /> <br />1. Iman Rafiq Zaidi, 1508 LaSalle Avenue, spoke in concern over the 96 units. <br /> <br />2. Gregory Dodd, 300 George Washington Highway, provided information on the <br /> permit. <br /> <br />3. William E. Copeland, 2107 Staunton Avenue, spoke in concern over the 96 units. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to concur with the <br />recommendation of the Planning Commission that GHP-99-02 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />- City Manager's Report - <br /> <br />99 - 112 - Adoption of a resolution whereby the cities of Portsmouth and Suffolk would <br /> jointly seek $250,000 in funding to conduct necessary studies for initial <br /> planning for a regional library to serve the two cities. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution whereby the cities of Portsmouth and Suffolk would jointly <br />seek $250,000 in funding to conduct necessary studies for initial planning for a regional <br />library to serve the two cities. <br /> <br />Purpose and Need: <br /> <br />· Both Portsmouth and Suffolk are in need of improved library services for their <br />citizens. <br /> <br />· A regional facility offers the advantage of lower total cost while permitting a better <br />facility to be developed than either city could accomplish acting alone. <br /> <br />Financial Impact: <br /> <br />· There will be no immediate financial impact as a result of seeking this grant. The <br />City will be responsible for its share of the operating cost once the facility opens, but this <br />will be more economical than if the City developed an independent library. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION SUPPORTING THE DEVELOPMENT OF A JOINT LIBRARY <br />FACILITY TO SERVE THE CITIES OF PORTSMOUTH AND SUFFOLK, VIRGINIA. <br /> <br /> <br />
