May 11, 1999 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, May 11, 1999, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. <br />Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., City Manager Ronald W. Massie, City Attorney G. Timothy Oksman. <br /> <br /> Councilman Cameron C. Pitts opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Pitts, to approve the minutes of a <br />Called Meeting on April 27, 1999, a Regular Meeting on April 27, 1999, and was <br />adopted by unanimous vote. <br /> <br />99 - 110 - Presentations: <br /> <br />Special presentation to members of the Portsmouth General Assembly Delegation. <br /> <br />Proclamation presented to Margaret Nourie for "National Safe Boating Week". <br /> <br />Proclamation presented to Chief Leonard Cooke for "Police Week". <br /> <br />Proclamation presented to Alice Hanes, Portsmouth Historic association, for <br />"Preservation Week". <br /> <br />Presentation of special pins to new appointed Boards and Commissions Members. <br /> <br />Introduction of the Roaring Thunder Detachment of the Marine Corps League. <br /> <br />- Public Hearing - <br /> <br />99 - 111 - Public Hearing on use permit and group housing project applications: <br /> <br />(a) UP-99-04 <br /> <br />SHEA TERRACE NEIGHBORHOOD - Request of Jawana Larue <br />for a use permit to operate a child care facility at 1607-1609 Barron <br />Street. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Pitts, to concur with the <br />recommendation of the Planning Commission that UP-99-04 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(b) UP-99-05 <br /> <br />DOWNTOWN NEIGHBORHOOD - Request of Robert Conery for a <br />use permit to operate an entertainment establishment at 600 Court <br />Street. <br /> <br />1. James C. Hawks, 320 London Street, spoke in support of the entertainment <br /> establishment at 600 Court Street. <br /> <br />2. John W. Hollowell, 4745 River Shore Road, spoke in opposition of the entertainment <br /> establishment at 600 Court Street. <br /> <br />3. Dr. H. D. Scoggins, 515 Court Street, spoke ~n opposition of the entertainment <br /> establishment at 600 Court Street. <br /> <br />4. Ralph McEIfresh, 115 Crawford Parkway, spoke in support of the entertainment <br /> establishment at 600 Court Street. <br /> <br />5. Drew Terry, 533 South Street, spoke in support of the entertainment establishment <br /> at 600 Court Street. <br /> <br />6. Michael Broadhurst, 610 Court Street, spoke in support of the entertainment <br /> establishment at 600 Court Street. <br /> <br /> <br />
