<br /> 76-11 "Consideration of a resolution approving the charter of Tidewater Regional
<br />Police Academyand authorizing the City Manager to sign said charter on behalf of the City,

<br /> Several years ago Tidewater Police Academy, to which the City was not a signatory,
<br />conducted recruit training. In July, 1073, the City of Portsmouth commenced to train its
<br />recruits and utilize the Academy. The revised charter for the Tidewater Regional Police
<br />Academy will add new members and expand curriculum, not only to recruits, but providing the
<br />availability for continuing police education. With the number of youthful officers in the
<br />City's Police Department, I strongly recommend the City of Portsmouth be a charter member
<br />to this school. The City Manager recommends adoption."

<br /> On motion~of Mr. Barnes and seconded by Mr. Oast, the following resolution was adopted,
<br />and by the following vote:

<br />"A RESOLUTION APPROVING THE CF~RTER OF TIDEWATER REGIONAL POLICE ACADEMY
<br />AND AUTHORIZING THE CITY MANAGER TO SIGN SAID C}~RTER IN BEHALF OF THE
<br />CITY OF PORTSMOUTH.
<br />
<br /> WHEREAS, the Police Department of
<br />at Tidewater Police Academy and further
<br />ulum of the academy; and,
<br />
<br />the City of Portsmouth trains all recruits
<br />participates in the development of the curric-
<br />
<br /> WHEREAS, Tidewater Police Academy is to become Tidewater Regional Police Academy
<br />with expanded curriculum and additional membership of neighboring cities.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the Charter of Tidewater Regional Police Academy be, and the same hereby is approved.
<br />
<br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to
<br />sign the charter of Tidewater Regional Police Academy in behalf of the City of Portsmouth,
<br />Virginia."

<br /> 76-12 "Consideration of a motion designating the Virginia National Bank in Portsmouth
<br />as the depository for the Museum and Fine Arts Commission Fund.

<br /> Section 11-7 of the City Code requires that funds of the City be deposited in such
<br />banks as the C,ity Council may from time to time designate. This is a new fund being estabF
<br />lished and a designated depository is required."
<br />
<br /> Motion of Mr. Early and seconded by Mr. Barnes, that the Virginia Natianal Bank in
<br />Portsmouth be designated as the depository for the Museum and Fine Arts Commission Fund,
<br />was adopted by unanimous vote.
<br />
<br /> 76-13 "Consideration of a motion authorizing the refund of $$43.52, plus interest,
<br />for the property located at 2600 Dahlia Street, Lot 145A, City of Portsmouth.
<br />
<br /> This rebate is necessary due to an error made in recording a plat in I~48. The rebate
<br />covers a 3-year period from 1972-73 through 1974-75 and an abatement for 1975-76 has been
<br />sent to the Treasurer's office for the current tax year."

<br />spoke requesting the motion to be amended to include the two parcels in Port Norfolk
<br />(2700 Detroit Street and 348 Broad Street) would like to buy prior to the purchase.
<br />
<br /> Motion of Mr. Barnes and seconded by Mr. Early, that the City Manager be authorized to
<br />obtain fair market appraisal of the two tracts of land in Cavalier Manor and 2700 Detroit
<br />Street and 548 Broad Street.
<br />
<br /> Substitute motion of Mr. Elliott and secondedhby Mr. Holley, that the City Manager be
<br />authorized to secure a fair market appraisal of two tzacts of land in Cavalier Manor and
<br />refer the other two tmacts in Port Norfolk that was brought up tonight to the City Manager
<br />~nd his staff and a recommendation be furnished, was defeated by the following vote:
