2_76 <br /> <br />January 13, 1976 <br /> <br /> This appropriatio~ includes $20,000 for the purpose of training and equipping an effec- <br />tive Narcotics Unit within the Police DePartment; $14,748 will Provide the third year <br />operational funds for the Portsmouth Senior Citizens Coordinator Program, and $4,850 will be <br />used for the purchase of equipment for the Commonwealth Attorney's~Office which be used for <br />training purposes as well as recording interviews with witnesses and victims. Of the total <br />appropriation, there is $1,242 in local match required and this has been previously appro- <br />priated in the respective operating budgets for 1975-76. The City Manager recommends adoptio~ <br />on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Holley, the following ordinance was approved <br />on first reading, and by unanimous vote' <br /> <br />"AN ORDINANCE TO APPROPRIATE $39,598 FROM THE FEDERAL GRANTS FUND FOR THE CON- <br />TINUED OPERATION OF THE PORTSMOUTH SENIOR CITIZENS COORDINATOR PROGRAM; PURCHASE <br />OF EQUIPMENT FOR COMMCNWBALTH ATTORNEY'S OFFICE AND OPERATION OF PORTSMOUTH'S <br />NARCOTIC AND DANGEROUS DRUB PROGRAM~" <br /> <br /> 76-9 " ' <br /> - Consmderation of an ordinance to amend the City Code pertaining to the adoption <br />of the 1975 Virginia Uniform State-Wide Building Code. <br /> <br /> This ordinance will amend Chapter 6 of the City Code by adopting the 1975 Virginia <br />Uniform State-Wide Building Code which was promulgated on November 17, 1975, by the State <br />Board of Housing. The 1975 Virginia Uniform State-Wide Building Code incorporates the BOCA <br />Building Code, the BOCA Mechanical Code, the BOCA Plumbing Code, the One- and Two-Family <br />Dwelling Code, the National Electric Code, and the Virginia Administrative Amendments. The <br />City is required to adopt the 1975 Virginia Uniform State-Wide Building Code by January 15, <br />1976. the City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND SECTIONS 6-1 AND 6-2 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, PERTAINING TO THE ADOPTION OF THE VIRGINIA UNIFORM STATEWIDE BUILD- <br />ING CODE." <br /> <br />~yes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br /> Nays: None <br /> <br /> 76-10 - "Consideration of a resolution reaffirming support for the construction and <br />operation in the City of an oil refinery subject to the condition of compliance with all laws <br />and regulations of the Federal, State and Municipal Governments protecting the environment. <br /> <br /> The City has received the Environmental Impact Statement filed by the Hampton Roads <br />Energy Company in connection with the proposed construction of an oil refinery a~d3~marine <br />terminal facility in the City of Portsmouth. The Environmental Impact Statement has been <br />reviewed by my staff in order to verify that local requirements have been met. Based on this <br />I recommend adoption of the resolution approving the Environmental ~mpact Statement subject <br />to compliance with ali State and Federal regulations establish~ to protect the environment. <br />The City Manager recommends adoption." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Holley, the following <br />and by the following vote: <br /> <br />resolution was adopted, <br /> <br />"A RESOLUTION REAFFIRMING SUPPORT FOR THE CONSTRUCTION AND OPERATION IN THE <br />CITY OF AN OIL REFINERY SUBJECT TO THE CONDITION OE COMPLIANCE WITH ALL LAWS <br />AND REGULATIONS OF THE FEDERAL, STATE AND MUNICIPAL GOVER~4ENTS PROTECTING <br />THE ENVIRONMENT. <br /> <br /> WHEREAS, Hampton Roads Energy Company has submitted an Environmental Impact Study <br />the Army Corps of Engineers; aha <br /> <br /> ~EREAS, the City has studied such study with due care for the protection of it's <br />as well as the residents of Tidewater and the Commonwealth.; and <br /> <br /> WHEREAS, the following conclusions have been reached as a <br />the construction and operation of the Oil Refinery in the City: <br /> <br /> to <br /> <br /> residenls <br />result of such study concerning <br /> <br />(1) The project can be built and constructed while protecting the environment. <br /> <br />(2) The project will increase'the City's tax base as well as be an economic boost <br /> to Tidewater and the Commonwealth. <br /> <br />(3) Other industrial development will occur in the area. <br /> <br />(4) The port business as well as the national defense will be enhanced. <br /> <br />(5) The chance of shortage of natural gas and other energy sources will be reduced. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />it reaffirms support for the construction and operation in the City of an oil refinery subject <br />to the condition of compliance with all laws and regulations of the federal, state and <br />municipal governments protecting the environment. <br /> <br /> BE IT FURTHER RESOLVED that a copy of this resolution be forwarded <br />A.
