275 January iS, 1976 On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approve~ on first reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE ~40,000 FROM THE CAPITAL IMPROVEMENT FUND FOR CONSULTANT ENGINEERING FEES IN REFERENCE TO THE SUFEOIK WATER CONTRACT." "Consideration of a motion authorizing the City Manager to enter into a contract with Black & Veatch, Consulting Engineers, as PortsmoUth's designated engineering firm." Motion of Mr. Elliott and seconded by Mr, Early, that the City Manager be authorized to enter into contract with Black a Veatch, Consulting Engineers, was adopted by unanimous vote. 76-4 "Consideration of an ordinance on first reading to appropriate $3,486 from the Capital Improvement Fund for dredging of Scott's Creek. This appropriation will provide the necessary funds for the dredgin~g of Scott's Creek at Culpeppe~ Street. This creek channel was formerly navigable by'~ecroation and commercial~ boats and it has become unusable due to the mud flats and silt. Also, drainage outlets with inverts at or near mean low water level are partially closed by the silt. The dredging will rectify this problem. The City Manager recommends adoption on first reading." On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved on first reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $3,486 FROM THE CAPITAL IMPROVEMENT FUND FOR DRAINAGE OF SCOTTB CREEKs" 76~5 "Consideration of an ordinance nn first reading to appropriate $965,000 from the General Revenue Sharing Trust Fund in the categories for operating expenditures for public safety, and capital expenditires for general and multi-purpose equipment. This appropriation will provide the necessary funds to the General Fund from Entitle- ment VI Revenue Sharing as previously approved on the Planned Use Report for 1975-76. $890,000 of this appropriation was appropriated as part of the General Fund operating budget with a like amount shown in the estimated revenue. The balance, $75,000, was previously appropriated in the City Garage Fund for general and mul~%-purpose capital equipment purchase The City Manager recommends adoption on first reading." On motion of Mr. Wentz and seconded by Mr. Elliott, the following~ordinance was approved on first reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $965,000 FROM THE GENERAL REVENIIE SHARING TRUST FUND IN THE CATEGORIES FOR OPERATING EXPENDITURES FOR PUBLIC SAFETY AND CAPITAL EXPENDITURES FOR~GENERAL MULTI-PURPOSE EQUIPMENT." ?6-6 "Consideration of an ordinance on first the Federal Grants Fund for the continuation of the Program. reading to appropriate $132,847 from Methadone Treatment-and Rehabilitation This appropriation will provide the third year operating funds for the Methadone Treat- ment and Rehabilitation Program. The program expects to maintain its present case~Rd of 107 clients. The local matching funds of $9,843 required for this program were previously ap- propriated in the Mental Health Services Fund for 1975-76. The City Manager recommends adoption of this ordinance on first reading." On motion of Mr. Holley and seconded by Mr. Early, the following ordinance was approved on first reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $132,847 FROM TH5 FEDERAl GRANTS FUND FOR THE CONTINUATION OF THE METHADONE TREATMENT AND REHABILITATION PROGRAM." 76-7 "Consideration of an ordinance on first reading to appropriate $110,000 from the Federal Grants Fund for a six-month continuation of the Portsmouth Police High Intensity Target Program. This appropriation will provide the necessary funds to extend the Portsmouth High Intensity Target P~ogram for a six-month period until June 30, 1976. The continued program would include th~ Police High Intensity Target Squad, an assistant Commonwelth's Attorney, the Crime Prevention Program, and the Community Service Officer Program~ Of the total ap- propriation~ 5% or $5,500 represents required local cash match. This match has been included in the fiscal year 1975-76 General Fund operating budget. The City Manager recommends adoption on first reading." On motion of Mr. Barnes and seconded by Mr. Holley, the following ordinance was approved on first reading, and by unanimous vote: "AN ORDINANCE TO APPROPRIATE $110, 000 FROM THE FEDERAL GRANTS FUND FOR A SIX MONTH CONTINUATION OF THE PCRTSMOUTH HIGH INTENSITY TARGET PROGRAM." 76-8 "Consideration of an ordinance on first reading to appropriate $39,598 from the Federal Grants Fund for the continued operation of the Portsmouth Senior Citizens Coordinator Program; purchase of equipment for the Commonwealth Attorney's Office, and operation of Portsmouth's Narcotics and Dangerous Drug P~ogram.
