275 <br /> <br />January iS, 1976 <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approve~ <br />on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE ~40,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br /> CONSULTANT ENGINEERING FEES IN REFERENCE TO THE SUFEOIK WATER CONTRACT." <br /> <br /> "Consideration of a motion authorizing the City Manager to enter into a contract with <br />Black & Veatch, Consulting Engineers, as PortsmoUth's designated engineering firm." <br /> <br /> Motion of Mr. Elliott and seconded by Mr, Early, that the City Manager be authorized to <br />enter into contract with Black a Veatch, Consulting Engineers, was adopted by unanimous vote. <br /> <br /> 76-4 "Consideration of an ordinance on first reading to appropriate $3,486 from the <br />Capital Improvement Fund for dredging of Scott's Creek. <br /> <br /> This appropriation will provide the necessary funds for the dredgin~g of Scott's Creek <br />at Culpeppe~ Street. This creek channel was formerly navigable by'~ecroation and commercial~ <br />boats and it has become unusable due to the mud flats and silt. Also, drainage outlets with <br />inverts at or near mean low water level are partially closed by the silt. The dredging will <br />rectify this problem. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $3,486 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />DRAINAGE OF SCOTTB CREEKs" <br /> <br /> 76~5 "Consideration of an ordinance nn first reading to appropriate $965,000 from <br />the General Revenue Sharing Trust Fund in the categories for operating expenditures for <br />public safety, and capital expenditires for general and multi-purpose equipment. <br /> <br /> This appropriation will provide the necessary funds to the General Fund from Entitle- <br />ment VI Revenue Sharing as previously approved on the Planned Use Report for 1975-76. <br />$890,000 of this appropriation was appropriated as part of the General Fund operating budget <br />with a like amount shown in the estimated revenue. The balance, $75,000, was previously <br />appropriated in the City Garage Fund for general and mul~%-purpose capital equipment purchase <br />The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Elliott, the following~ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $965,000 FROM THE GENERAL REVENIIE SHARING TRUST <br />FUND IN THE CATEGORIES FOR OPERATING EXPENDITURES FOR PUBLIC SAFETY AND CAPITAL <br />EXPENDITURES FOR~GENERAL MULTI-PURPOSE EQUIPMENT." <br /> <br /> ?6-6 "Consideration of an ordinance on first <br />the Federal Grants Fund for the continuation of the <br />Program. <br /> <br />reading to appropriate $132,847 from <br />Methadone Treatment-and Rehabilitation <br /> <br /> This appropriation will provide the third year operating funds for the Methadone Treat- <br />ment and Rehabilitation Program. The program expects to maintain its present case~Rd of 107 <br />clients. The local matching funds of $9,843 required for this program were previously ap- <br />propriated in the Mental Health Services Fund for 1975-76. The City Manager recommends <br />adoption of this ordinance on first reading." <br /> <br /> On motion of Mr. Holley and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $132,847 FROM TH5 FEDERAl GRANTS FUND FOR THE <br />CONTINUATION OF THE METHADONE TREATMENT AND REHABILITATION PROGRAM." <br /> <br /> 76-7 "Consideration of an ordinance on first reading to appropriate $110,000 from the <br />Federal Grants Fund for a six-month continuation of the Portsmouth Police High Intensity <br />Target Program. <br /> <br /> This appropriation will provide the necessary funds to extend the Portsmouth High <br />Intensity Target P~ogram for a six-month period until June 30, 1976. The continued program <br />would include th~ Police High Intensity Target Squad, an assistant Commonwelth's Attorney, <br />the Crime Prevention Program, and the Community Service Officer Program~ Of the total ap- <br />propriation~ 5% or $5,500 represents required local cash match. This match has been included <br />in the fiscal year 1975-76 General Fund operating budget. The City Manager recommends <br />adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Holley, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $110, 000 FROM THE FEDERAL GRANTS FUND FOR A <br />SIX MONTH CONTINUATION OF THE PCRTSMOUTH HIGH INTENSITY TARGET PROGRAM." <br /> <br /> 76-8 "Consideration of an ordinance on first reading to appropriate $39,598 from the <br />Federal Grants Fund for the continued operation of the Portsmouth Senior Citizens Coordinator <br />Program; purchase of equipment for the Commonwealth Attorney's Office, and operation of <br />Portsmouth's Narcotics and Dangerous Drug P~ogram. <br /> <br /> <br />
