<br />At a regular meeting of the City Council held on January 13, t976, there were present:

<br />Richard J. Davis, Jack P. Barnes, E. Saunders Early, Jr., Archie Elliott, Jr.,
<br />James W. Holley, Edward L. Oast, Jr., Robert W. Wentz, Jr., R. T. Williams,
<br />6ity Manager, Gordon B. Tayloe, Jr., City Attorney.

<br /> Rev. David H. LaMotte, Pastor, St. John's Episcopal Church, opened the meeting with
<br />prayer, £ollowed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Davis welcomed all visitors in attendance.
<br />
<br /> Motion of Mr. Barnes and seconded by Mr. Wentz, the minutes of the regular meeting of
<br />D.ecember 16, 1975, to be approved as received, was adopted by unanimous vote.
<br />
<br /> 76-1 Miss.. Barbara Mersey, Junior at Churchland High School, the winner in the "Voice
<br />of Democracy" competition of the Second District, sponsored by the Veterans of Foreign Wars,
<br />was presented by Mr. Frank Cadlaon. Miss Mersey gave her presentation on "America ~ 200
<br />Years".
<br />
<br /> Mayor Davis congratulated Miss Mersey for a fine presentation and wished her the best
<br />of luck in the State and National finals.
<br />
<br />UNFINISHED BUSINESS--
<br />
<br /> 75-547 The following ordinance approved on first reading at the regular meeting of
<br />December 16, 1975, was taken up and read:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $477,000 FROM THE CAPITAL rMPROVEMENT FUND FOR
<br />THE CITY'S PARTICIPATION IN THE COSTS OF CONSTRUCTING ADDITIONAL LANES ON THE
<br />CHURCHLAND BRIDGE."
<br />
<br /> On motion of Mr. Wentz and seconded by Mr. Barnes, the ordinance was adopted, and by
<br />the following vote:
<br />
<br />Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis
<br />Nays: None
<br />
<br />The following reports from the City Manager were presented:
<br />
<br /> 75-516 -'Eonsideration of an ordinance on first reading to appropriate $56,000 from
<br />Capital Improvement Fund for the construction of off-site drainage in the Mount Hermon
<br />Redevelopment Area.
<br />

<br /> This appropriation will provide the necessary funds for the required drainage construc-
<br />tion necessary for the townhouse development in the Mount Hermon Redevelopment and Conseryatio~
<br />Project. This appropriation includes funds for construction contract, contingencies, engi-
<br />neering and inspection. Based on authorization at the previous Council meeting, the award
<br />has been made to the low bidder. The City Manager recommends adoption on first reading.

<br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved
<br />on first reading, and by u 6-1 (Wentz-abstaining) vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $56,000 FROM THE CAPITAL I?[PROVEMENT FUND FOR THE
<br />CONSTRUCTION OF 0FF-SITE DRAINAGE IN THE MT. HERMON REDEVELOPMENT AREA."
<br />
<br /> 76-2 "Consideration of an ordinance on first reading to appropriate $57,400 from the
<br />Capital Improvement Fund for engineering and desSgn specifications for the Deep Creek Boule-
<br />vard to George Washington Highway drainage project.
<br />
<br /> This appropriation will provide the necessary funds for engineering design and bid
<br />specifications for the proposed construction of the drainage project the proposed construction
<br />of the drainage project on Deep Creek Boulevard to George Washington Highway. This ~roject
<br />is the No. 2 drainage priority for the 197~-76 drainage program. The City Manager recommends
<br />adoption on first reading."

<br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br />"AN ORDINANCE TO APPROPRIATE $57,400 FROM THE
<br />ENGINEERING AND DESIGN SPECIFICATIONS FOR THE
<br />WASHINGTON HIGHWAY DRAINAGE PROJECT."

<br /> In accordance with the contract between the City of Portsmouth and the City of Suffolk,
<br />there are provisions set forth establishing a procedure for ~he sale of the distri.bution
<br />system upon notification by the City of Suffolk. TRis notification has been in compliance
<br />with the contract the City is required to select our~'disinterested engineer' to serve the
<br />City of Portsmouth's interests in the sale of the Suffolk water distribution system. This
<br />apprpriation is an estimated cost and plans are to recoup this outlay as part of the sale.
<br />The City Manager recommends adoption on first reading."
