<br />of Wilcox Avenue west from its intersection with Lansing Avenue."

<br /> On motion of Mr. Wentz and seconded by Mr. Oast, the following resolution was adopted,
<br />and by the following vote:
<br />
<br />"A RESOLUTION APPOINTING VIEWERS FOR CLOSING A PORTION OF WILCOX AVENRJE,
<br />W~ESTWARD FROM ITS INTERSECTION WITH LANSING AVENUE.
<br />
<br /> WHBREAS, Enoch Carrington and Foundation Boys Academy, Inc., have made application
<br />to vacate and close the hereinafter described p~rtion of a certain street, and it appearing
<br />that the notice of the application and request for appointment of viewers was duly posted
<br />January ?, 1976, on the bulletin board of the Circuit Court of the City of Portsmouth,
<br />the bulletin board of the Council Chambers of the City of Portsmouth and the bulletin
<br />board of the General District Court, Civil Division, of the City of Portsmouth, Virginia.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that Linon Vann, C. E. Ellis, Frank N. Bilisoly, James V. McGehee and Raymond Tweed be appoint
<br />as viewers to view the hereinafter described portion of such street and to report to this
<br />Council in writing whether in their opinion, any, and if any, what inconvenience would result
<br />· n vacating and closing the following:
<br />
<br /> All that certain property beginning at the southwest corner of Lansing
<br />Avenue and Wilcox Avenue; thence westerly along the southern boundary line of
<br />Wilcox Avenue to the property owned by Foundation Boys Academy, Inc.; thence
<br />northwesterly along the property line of the property owned by Foundation Boys A
<br />Academy, Inc. to the northern boundary line of Wilcox Avenue; thence easterly
<br />along the northern boundary line of Wilcox Avenue to the northwest intersection
<br />of Wilcox Avenue and Lansing Avenue; thence southerly to the point of beginning
<br />is shown on City Tax Plate 111."

<br /> - Consideration of a resolution supporting construction of a 3rd crossing of the
<br />Elizabeth River between Norfolk and Portsmouth without such~-~ssing being financed through
<br />toll revenues.
<br />
<br /> This resolution will reaffirm the City Council's previously stated resolve that an addi-
<br />tional crossing of the Elizabeth River between Norfolk and Portsmouth is mandatory. }~wever,
<br />such crossing should not have to be paid for by the residents of Tidewater; but, be paid ~or
<br />by all residents of the Commonwealth of Virginia. The City recommends adoption."

<br /> On motion of Mr. Elliott and seconded by Mr. Oast, the following resolution was adopted,
<br />and by the following vote:
<br />
<br />"A RESOLUTION REAFFIRMING SUPPORT TFLiT THE PROPOSED CONSTRUCTION OF A THIRD
<br />CROSSING OF THE ELIZABETH RIVER BETWEEN NORFOLK AND PORTSMOUTH BE APPROVED
<br />BY THE GENERAL ASSEMBLY SUBJECT TO THE CONDITION THAT SUCH CROSSING NOT BE
<br />FINANCED BY TOLL CHARGES.
<br />
<br /> WHEREAS, this Council on August 12, 1975 and November 25, 1975,
<br />the Virginia's Commissioner of Highways and Transportation proposal
<br />cross~ng of the Elizabeth River as part of Interstate 1-264;
<br />
<br /> resolved to support
<br />to construct an additional
<br />
<br /> WHEREAS, said Commissioner now has proposed such construction to be financed by toll
<br />charges.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that it reaffirms support that the proposed construction of a third crossing of the Elizabeth
<br />River between Norfolk and Portsmouth, be approved by the General Assembly, subject to the
<br />condition that such crossing not be financed by toll charges.
<br />
<br /> BE IT FURTHER RESOLVED that the City Clerk is directed to forward a copy of this Resolur
<br />tion to appropriate State authorities."
