289 <br /> <br />January 27, 1976 <br /> <br /> 76-36 ,'Consideration of a motion authorizing the City':~ grant application for a <br /> e <br />sanitary sewer connection fe for $150 at 6420 Arthur Avenue. <br /> <br /> This application Was not made prior to the deadline and the owner lives in Washington, <br />D. C., and was not aware of the increasing rate structure and has requested relief. The <br />reason this request is being made is that the owner has granted the City a construction <br />easement at no cost on the property with an estimated value of the easement of ~270. The <br /> <br />Motion of Mr. <br /> <br />City Manager recommends approval." <br /> Motion of Mr. Oast and seconded by Mr. Early, to concur in the recommendation of the <br />City Manager, was adopted by unanimous vote. <br /> 76-37 "Consideration of a motion authorizing a refund of ~170 in Personal Property <br />Taxes. <br /> One refund is being made due to an error on the part of the taxpayer. The other is <br />due to an error in assessment on the part of the City. The City Manager~ recommends adoption. <br /> Oast and seconded by Mr. Wentz, that the City Manager be ~ranted <br /> <br />authorization, was adopted by unanimous vote. <br /> 76-38 - Report from the Parks and Recreation Commission on additional <br />for Capital <br /> <br /> funds requested <br />Improvements to recreation areas within the City-.was presented.~ <br />Branch, 3506 Pierce Street, spoke regarding recreation in area of Western <br /> <br /> Willie <br />Freeway. <br /> <br /> John T. Bolling, 5226 Sweetbriar Circle, representing Portsmouth Tennis Patrons Assn~ <br />spoke&~a~e{~a~a~4tozsesta~is~in~ax£ann~s Drogram in the 6ity of Portsmouth and needs for <br />tennis courts. <br /> Bill~ E. Johnson, 415 Cabot Street, ~epresenting Hi-Landers Little League, spoke <br />ragarding lights in Academy Park Ballfiead. <br /> Motion of Mr. Wentz and seconded by Mr. Oast, the matter to be referr.ed to the City <br />Manager and Finance Commission, ordinance to be prepar6d to indicate the source of funding, <br />was adopted by 5-1 (Elliott-nay) vote. <br /> 76-39 City Attorney requesting guidance from the City Council ins ar~f~ng of <br />regulation for tow trucks. <br /> <br /> Motion ~f Mr. Barnes and seconded by Mr. Elliott, that each of us review the current <br />ordinance on,the books and any councilman wishes to make a recommendation~ he may do so, <br />was adopted by unanimous vote. <br /> <br /> 75-293 Motion of Mr. Barnes and seconded by Mr. Early, the matter of firemen working <br />out of rant ~e referred to the City Manager and handle through proper procedure to meet and <br />discuss, was adopted by unanimous vote. <br /> <br />NEW BUSINESS - <br /> <br /> 76-40 George R. Walker, 1749 Spratley Street, spoke regarding Budget for 1976-77. <br /> <br />~ 76-41 - John W. Rogers, 56 Manly Street, spoke regarding curbs and gutters in Truxton <br />and North Truxton. <br /> <br /> 76-42 Motion of Mr. Elliott and seconded by Mr. Wentz, that the Council meet in an <br />executive session prior to the next regularly scheduled C6mnn~i meeting for the purpose of: <br /> <br />(1) Discussing appointments to Boards and Commissions. <br />(2) Discussing the disposition of City property. <br />(3) Consultation with Counsel pertaining to legal matters; <br /> <br />was adopted by the following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Oast, Wentz, Davis <br />Nays: None <br /> <br />Motion of Mr. Wentz and seconded by Mr. Barnes, the meeting adjourned at 10:05 p.m. <br /> <br />APPROVED <br /> <br />City Clerk <br /> <br /> <br />
