January 27~ 1976 <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by u~animous vote: <br /> <br />"ZONING AMENDMENT ORDINANCE HZ 75-3" <br /> <br /> 75-529 -'%oning Ordinance Amendment, Section 40-93, 40-95 and 40-102, deferred from <br />public hearing meetings of December 8, and June 9, 1975. (See letter from Director of <br />Planning on Page 284). <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO AMEND SECTIONS 40-93, 40-95 A~ ~0-102 OF THE CITY CODE <br />PERTAINING TO CREATIGN OF HISTORIC DISTRICT; COMMISSION OF ARCHITECTURAL <br />REVIEW; SUBDISTRICTS AND BUILDING REGULATIONS." <br /> <br />The following reports from the C~±~ Manager were presented: <br /> <br /> 76-23 "~onsideration of an ordinance on first reading to appropriate $180,000 from <br />the City Garage Fund for replacement of motor vehicles, automotive parts and repairs. <br /> <br /> This appropriation will provide the necessary funds for extensive repairs required <br />primarily on Sanitation Department Packers which would not be performed by City persson~el. <br />Also, the parts inventory has been depleted to a low level of usable parts and this appro- <br />priation wil~ provide the funding for replacement of the inventory. Also, there were 16 <br />Police replacement vehicles purchased during the last fiscal year at an amount of ~64,000; <br />however~ delivery was not made until the current fiscal year and the $64,000 went into the <br />unappropriated surplus on Ju~e 30, when t~e hnoks were closed. The City M~nager recommends <br />approval on first reading." <br /> See letter below from Municipal Finance Commission. <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by uhanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $180,000 FROM THE CITY GARAGE FUND FOR REPLACE- <br /> MENT OF AUTOMOBILES, AUTOMO~IL~ PARTS AND AUTOMOBILE REPAIRS.~' <br /> <br />The2fo~lowing letter received from the Municipal Finance Commission: <br /> <br />* "At the regularly scheduled meeting of the Municipal Finance Commission which was held <br />January 21, 1976, the Commission reviewed the City Manager's recommendation for an appro- <br />priation~in the City Garage Fund in the amount of $180,000.00. Whereas the recommended <br />appropriation for the most part represents a re-appropriation of previously authorized ex- <br />penditures, the Commission acted unanimously to recommend to City Council approval of the <br />proposed appropriation." <br /> <br /> 76-24 - Consideration of~an ordinance to appropriate $89,500 from the Capital Improve- <br />ment Fund for engineering services and construction plans for ditch~improvements in th~ <br />Cavalier Manor section. <br /> <br /> This appropriation will provide the necessary funds for engineering services and con- <br />struction plans for the complete design and hid specifications in connection with the ditch <br />improvements on Greenwood Drive and Cavalier Boulevard. The project is to be designed for <br />construction to take place in two phases, with phase one starting in the Summer of I976 and <br />the second phase starting in the Spring of 1977. This item is included as part of the 1975-8( <br />Capital Improvement Program, under the category of drainage and street improvements. The <br />City Manager recommends adoption." <br /> <br /> On motion of Mr. Elliott and seconded by Mr. Barnes, the following ordinance was approve~ <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE t89,500 FROM THE CAPITAL <br />ENGINEERING SERVICES AND CONSTRUCTION PLANS FOR DITCH <br />CAVALIER MANOR SECTION." <br /> <br />IMPROVEMENT FUND FOR <br />IMPROVEMENTS IN THE <br /> <br /> 76-25 "Consideration of an ordinance to amend the City Code by adding two sections <br />thereto pertaining to designating Railroad Ave. one-way from Lee Ave. in the northeast <br />direction to the intersection of Cleveland Street and Industrial Avenue; and designating <br />Carolina Ave. one-way east from Hill Avenue to Spencer Street. <br /> <br /> The designation of Railroad Avenue as one-way facititRte the traffic at the intersection <br />where the new fire station is being constructed in Pinners Point, as well as reduce the traffic <br />at the underpass at Industrial, Cleveland, and Railroad Avenue. Carolina Ave. is located in- <br />side the proposed boundaries of the Portsmouth Marine Terminal and is currently being leased <br />for port operations. This change will £acilitate the flow of traffic entering the port and <br />assist in directing the flow to the check points. The City Manager recommends adoptiong" <br /> <br /> On motion of Mr. Oast and seconded by Mr. Early, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br /> BY ADDING SECTIONS 25-196 AND 23-1P7 THERETO, PERTAINING TO MAKING A PORTION <br /> OF RAILROAD AVENUE AND A PORTION OF CAROLINA AVENUE ONE WAY." <br /> <br /> Ayes: Barnes, Early, Elliott, Oast, Wentz, Davis <br /> Nays: None <br /> <br /> <br />
