(B) requires that the City Manager report transfers <br />from the emergency contingency fund to the City Council at its next regular meeting." <br /> Motion of Mr. Early and seconded by Mr. Elliott, to concur [n the recommendation of <br />the City Manager, was adopted by unanimous vote. <br /> Consideration of a resolution requesting the City of Chesapeake to do whatever <br /> 76-16 " ' ' <br />is necessary to make the Norfolk and Western Railroad Line crossings which abut Cavalier Mane <br />safe for automobile and pedestrian traffic. <br /> The City, through research by the Traffic Engineering Department, has determined that <br />the Portsmouth city limits run along the northern right-of-way line of the railroad tracks; <br />therefore, the crossings at the 3 intersections in the Cavalier Manor neighborhood are <br />within the City,limits of Chesapeake. The City Manager recommends adoption." <br /> City Manager presented the following letter: <br /> "Based on the request made at City Council meeting by Rev. Bowens of Cavalier <br /> Manor, the feasibility of installing railroad signals was investigated by the Traffic <br /> Engineering Department. A copy of this report is attached for your information." <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following resolution was <br /> adopted, and by the following vote: <br /> "A RESOLUTION REQUESTING THE CITY OF CHESAPEAKE TO DO WHATEVER IS NECESSARY <br /> TO MAKE SAFE THE RAILROAD CROSSINGS ABUTTING Ttte CAVALIER MANOR SECTION OF <br /> THE CITY OF PORTSMOUTH. <br /> WHEREAS, residents of Cavalier Manor appeared at the January 13, 1976 meeting of <br /> this Council requesting that warning devices be placed at Norfolk and Western railroad cross~ <br /> ings near Cavalier Manor; and <br /> WHEREAS, it bas been determined that said railroad crossings are situate within the <br /> City of Chesapeake. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that <br /> the City of Chesapeake, Virginia is requested to do whatever is necessary to make safe the <br /> Norfolk and Western Railroad crossings abutting the Cavalier Manor Section of the City of <br /> Portsmouth. <br /> <br /> BE IT FURTHE~ KESOLVED that a copy of this resolution be forwarded by the City Clerk <br /> to the Mayor of the City of Chesapeake, Virginia." <br /> <br /> Ayes: Early~ Elliott, Ho~ley~ Oast, Davis <br /> Nays: None <br /> <br />NEW BUSINESS <br /> <br />76-69 George R. Thiss~p~ojected level of additional revenues assumes: no ~ncreases ~n taxes, rates <br />of fees; no utilization of unappropriated fund balance; and continued utilization of General <br />Revenue Sharing funds in the amount of $890,000. <br /> <br /> At this time, it appears that the continued utilization of General Revenue Sharing funds <br />will be necessary. It should be emphasized, however, that this analysis represents a pre- <br />liminary review only, and that this Commission will be in a better position in approximately <br />two months to make more definitiverzecommendations on the funding of 1976-77 operations. <br /> <br /> Motion of Mr. Oast and seconded by Mr. Early, to be received as information, was adopted <br />'Dy unanimous vote. <br /> <br />76-71 - The f611owing letter from the State Air Pollution Control Board was presented: <br /> <br /> "The State Air Pollution Control Board over five years ago established two local air <br />pollution control districts in the Hampton Roads Intrastate Air Quality Control Region, <br />the Peninsula Air Pollution Control District and the Southeastern Virginia Air Pollution <br />Control District. As a result of more experience in the administration air pollution control <br />and the evaluation of procedures and regulations, it nowappears that it would be advantageous <br />to abolish the two original local districts in favor of the establishment of one district <br />encompassing all of Region VI and changing the name to the Hampton Roads Air Pollution Contro~ <br />District. <br /> <br /> For the past four years, the Peninsula Air Pollution Control District Committee has <br />inactive. The Regional Director has made several attempts to stimulate a meeting of the <br />committee. Each attempt has been singularly unsuccessful. The members have no apparent <br /> <br />bee! <br /> <br /> <br />
