<br /> WF~EREAS, on Tuesday, February 3, 1976, the U. S. Federal Department of Transportation
<br />approved the construction of a third crossing of the Elizabeth River as part of the Interstal
<br />Highway system, which approval results in no new additional tolls.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that State Senator Willard J. bioody's dedication for gaining approval of the third crossing
<br />of the Elizabeth River as part of the Interstate Highway System is acknowledged with sincere
<br />gratitude.

<br /> BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to Senator Moody
<br />by the City Clerk."

<br /> 76-60 - "Consideration of a motion authorizing the City Assessor to refund, with interest
<br />$140.92 for Map 637, Parcel 1.1 at 333 Thelmar Lane.

<br /> This refund is necessary due to an incorrect transfer made between Lot A and Eot B, Map
<br />637. The refund is for the 4 quamters of 1974-75. A supplemental bill has been forwarded
<br />for 1975-76."

<br /> Motion of Mr. Holley and seconded by Mr. Oast, that

<br /> 76-6~ "Consideration of a motion authorizing the City Manager to eh%er into an agree-
<br />ment with the Norfolk, Franklin and Danville Railroad Cmmpany for a right-of-way easement
<br />from Coast Guard Boulevard to West Norfolk for the proposed extension~of the Churchland
<br />transmission main.
<br />
<br />The annual fee for this easement will be $1,200."

<br /> Motion of Mr. Holley and seconded by Mr. Early, to concur in the recommendation of the

<br /> 76-62 "Consideration of a motion authorizing the City Manager to execute a lease with
<br />the Beazley Foundation for City-owned land at 344 Effingham Street.
<br />
<br /> The Beazley Foundation has offered to construct a 1500 sq.ft. Public Dental Clinic on
<br />this property for the City and has submitted a proposal of lease based on public advertisemen'
<br />of $1.00 per year for 20 years with an option to renew for an additional 20 years. The lease
<br />specifies that this property will be used solely for the purpose of operating a Public Dental
<br />Clinic."

<br /> Motion of B1r. Early and seconded by Mr. Oast, that the City Manager be authorized to
<br />execute lease, as requested, was adopted by unanmmous vote.

<br /> 76-63 - "Report outliniag transfer of $60,000 from the Budget Contingency (emergency)
<br />that was required for City Code supplements and Workm~n's Compensation expenses.
<br />
<br /> The City Code requires the City Manager to report such transfers to the City Council in
<br />the next meeting following such transfer."
