Air quality maintenance
planning must necessarily be done for the whpSe region, and the significant degradation of
air quality of designated pristine clean ai~ over federal lands must take into consideration
new construction tn ail zegional cities. Comprehensive planning for the attainment and the
maintenance of the ambient air quality dovetails into the water quality planning now being
done by the Hampton Roads Nater Quality Agency and includes the entire Hampton Roads area.
These reasons dictate the consolidation of the two existing districts into one Hampton Roads
Air P~llution District. It is proposed that the Director of Region VI act as the secretary
of the prpposed expanded committee in the same capacity as he has for the Southeastern Vir~ini~
Air Pollution Control District Committee.

Each Locality receiving a copy of this letter is invited to comment direct to Mr. W.
