296 <br /> <br />February ltl. 1976 <br /> <br /> Motion of Mr. Holley and seconded by Mr. Early, to concur in the recommendation as <br />presented by the City Manager, was adopted by unanimous vote. <br /> <br /> 76-38 "Ordinance to appropriate $133,000 from Capital Improvement Fund for capital <br />improvements in the category of Parks and Recreation." <br /> <br />The following letter received from b'tunicipal Finance Commission was presented: <br /> <br /> '~ special meeting of the Municipal Finance Commission was convened February 9, 1976 <br />to consider possible funding alternatives for capital expenditures in the category of recreat <br />which are in addition to those items for which funding had been allocated via the Capital <br />Improvements Budget for 1975-76. <br /> <br /> In regard to the approximately $133,000 of capital items referred to this Commission <br />by the City Council for a recommended source of funding, the Commission acted by unanimous <br />vote of all members present to recommend a reduction in the category of Urban Transportation <br />to provide the additional funding. Of the total $10,959,855 Capital Budget for 1975-76, <br />$4,746,000 was allocated to the category of Urban Transportation, which includes improvements <br />to streets and highways as well as drainage, curbs and gutters improvements. Because of <br />the proportionately great sum allocated to Urban Transportation for 1975-76, and in view <br />of the large sums provided for that category during the past several years, the Commission <br />members felt that Urban Transportation represented the only reasonable area for reduction. <br /> <br /> At this juncture a discussion evolved which centered around the fact that the amount <br />of capital improvements which the City can afford is a relatively fixed amount and the <br />expansion of funds allocated to any one category of capital improvements necessarily requires <br />the reduction of another category. Since the allocation Of funds to the respective categories <br />of the Capital Budget was previously approved by the City Council, and since it now appears <br />that it is the City Council's desire to increase the funding of the recreation category, <br />this Commission respectfully requests direction from the City Council. In order for the <br />Commission to successfully serve the desires of the City Council, it is requested that <br />we be advised if the City Council has adopted a new position in policy which lends greater <br />emphasis to the capital needs of the recreation category. This direction is essential <br />to our deliberation of the Capital Budget for the impending fiscal year. <br /> <br /> The Commission also discussed alternatives for funding the purchase of land for open <br />space for recreation uses. The Commission was cognizant of the Parks and Recreation Commissi <br />reCOmmendation against the purchase of land for open space. The Municipal Finance Commission <br />recommended, by unanimous vote, that the category of Urban Transportation be reduced to <br />provide the source of funds for such land purchase if the City Council decides to purchase <br />any land. It is to be emphasized that the Commission did not act to recommend the land <br />purchase, but only to indicate a recommended source of funding should such a purchase be <br />made." <br /> <br /> Richard D. Mattox, 206 Snead Fairway, representing Olive Branch Littlc League, spoke <br />in favor of the ordinance. <br /> <br /> Billy E. Johnson, 415 Cabot Street, representing Hi-Landers Little League, spoke in <br />favor. <br /> <br />Burrell R. Johnson, 1156 Melvin Drive, tennis patron, spoke in favor. <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $133,000 FROM Tile CAPITAL IMPROV~ENT FUND FOR <br />CAPITAL IMPROVEMENTS IN THE CATEGORY OF PARKS AND RECREA~ION." <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 76-48 "Consideratinn of an. ordinance on first reading to appropriate $31,500 from the <br />Capital Improvement Fund for emergency repairs performed on the West Norfolk Bridge. <br /> <br /> This appropriation will provide the necessary funds to pay for the emergency repairs <br />made to the West Norfolk Bridge due to collapse and failure of the support for the opening <br />mechanism. This appropriation will be covered from the balance left in the Capital Improvmen <br />Fund that ~as allocated to the removal and repair of bridges. The total cost of the repairs <br />was $37,516. However, reduction of the original contract for some of the repairs reduced <br />the necessary requirement to $31,500. The City Manager recommends adoption on first <br />reading." <br /> <br /> On motion of Mr. Elliott and seconded by Mr. Holley, the following ordinance was approvec <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $31,500 FROM THE CAPITAL IMPROV~qENT FUND FOR <br />EMERGENCY REPAIRS PERFORMED ON THE WEST NORBOLK BRIDGE." <br /> <br /> 76-49 - "Consideration of an ordinance on first reading to appropriate $26,648 in the <br />Capital Improvement Fund for Olde Towne Conservation Project, Park and Parking Lot. <br /> <br /> This appropriation will provide the necessary funds for the construction of the 32~space <br />parking lot and adjoining park adjacent to the Citizens Trust Building on Glasgow Street. <br />The funds in this appropriation represent rent payable at the commencement of the lease in <br />advance by Citizens Trust at the rate of $8 per space per month for the next 10 years. Four <br />parking spaces will be made available to the residents of the 4 townhouses fronting on the <br />east side of the 400 block of Crawford Street.
