294 <br /> <br />Febrile-pr 10 1976 <br /> <br />Ayes: Early, Elliott, Holley, Oast, Davis <br />Nays: None <br /> <br /> 75-521 Report from Parks & Recreation Commission 9nepuzChase of land ~or space in <br />Cavalier Manor an~ Port Norfolk was presente~; <br /> <br /> Ms. Barbara S. Walton, 903 Hancock Avenue, spoke on behalf of Cavalier Manor Civic <br />League. <br /> <br />The following report from Parks and Recreation was read: <br /> <br /> "At a special called meeting last night the Parks and Recreation Commission took the <br />following action: <br /> <br /> Although the Commission agrees that open space is needed at many locations in the city, <br />in light of our current priorities we cannot conscientiously recommend the purchase of the <br />8½ acre site in Cavalier Manor. <br /> <br /> The Commission did ask that the City Manager procure an option on a three (3) acre site <br />located on Carrington Crescent, designated as lots ~115-119, whic~ is currently being used <br />as a construction area by Cavalier Developers. The Commission would like to have the oppor- <br />tunity to consider purchase of this in the future when construction activities are completed. <br />This site would be used as a neighborhood playground at that time. <br /> <br /> In the letter from Mr. Williams the Commission was asked what plans it had for currently <br />owned land in the Cavalier Manor section. Our priority list includes repair of lights at the <br />baseball field, repairs to the swimming pool, replacement of all basketball goals in the <br />community, and upgrading two Little League fields at Waters Jr. High School. In addition, <br />Community Development money has been made available to b~ild a gymnasium and complete renova- <br />tion of the recreation center. <br /> <br /> In it's tennis priorities list, the Commission recommends six lighted courts for Cavalier <br />Manor. The location has not yet been determined. <br /> <br /> The Commission is not prepared to make additional recommendations until the city-wide <br />plan has been developed. The point, as emphasized by several Commissioners, was that if the <br />money suggested for land were to be used for improving existing facilities, the residents <br />of Cavalier Manor would receive more immediate benefits than by the purchase of land for future <br />use. <br /> <br /> The Chairman of the Commission, Mr. John Ivy, who normally would send this letter to you, - <br />was sick with the flu and unable to attend the meeting. <br /> <br /> The Commission took no action on property in the Port Norfolk area because the staff did <br />not have adequate time to thoroughly investigate this possibility. We will report back to <br />yon on that property at a future date. Signed-Leo Antonucci, Vice Chairman" <br /> <br /> The following memorandum to Commission Members from James C. Greiner, Director of <br />Parks and Recreation was read: <br /> <br />"The following information is provided for your further consideration: <br /> <br />1. The strip of land between the Center and the pool has been given to the City by <br /> the developer. <br /> <br />fair market appraisals on the properties investigated are as follows~ <br /> <br /> 2. The <br /> <br /> b. 8~5' acre site ' . ~--.' ' ~ %:lI~!~gVOg F-: ~-' "~ -~ - ~-- - ' <br /> <br />3. Two ~3dit'ional potential sites have been investigated a~ estimates are as follows: <br /> <br /> consisting of lots ~'2-~h~ough #46. Estimated value: <br /> construction <br /> site <br /> ~19,000 to $22,500. <br /> <br />Approximately 2.17 acres on Home Avenue opposite Lakeview Elementary <br />School consisting of lots 11-14. Estimated v~lue: $51,000 to $38,000. <br /> <br />The size of the 8½ acre tract has been increased to almost 9 acres by.the <br />seller adding a small amount of property. <br /> <br />5. Based upon these new facts the staff recommends the following: <br /> <br />Purchase of the 8½-9 acressite is recommended to eliminate the Qpen space <br />deficiencies of the community. However, land purchase is not currently <br />a priority of the Commission, and development of the area cannot be ac- <br />complished until some time in the future. In the meantime, maintenance <br />capabilities for lhe new area will be required which we currently do not <br />possess. <br /> <br />The 2.17 acre site on the lake across from the school is ideally suited <br />for recreational purposes. Currently there is no other public access to <br />the lake. ~ small fishing pier, picnic shelters, and other family oriented <br />facilities could be located here. Purchase zs desirable, but the same <br />limitations mentioned in (a) above apply concerning priority, development, <br /> <br /> <br />
