Saunders Early, Jr., Archie Elliott, Jr., James W. Holley, <br />Edward L. Oast, Jr., R. T. Williams, City Manager, C. H. McGinnis, Assistant <br />City Manager, Gordon B. Tayloe, Jr., City Attorney. <br /> <br />Absent: Jack P. Barnes and Robert W. Wentz, Jr. <br /> <br /> Rev. John N.
