<br /> because of the:following: There are 185 structures within the project(area. The study
<br /> of the area revealed that 169 or 91% are structurally substandard to a degree requiring clear
<br /> anco and cannot be economically renovated. Further, this blighted, deteriorated or deterio-
<br /> rating area is detrimental to the safety, health, morals and welfare of the community because
<br /> of dilapidation and basic environmental deficiencies such as-, overcrowding or improper loca-
<br /> tion of structures on the land; incompatible land use relationships, obsolete building types,
<br /> inadequate parking and the dilapidation of auxiliary structures in rear yards which together
<br />with accumulation of debris produces a deleterious effect in some areas of the project- and
<br />the members of the Council are aware of these facts and conditions; and '
<br />
<br /> ~'¢HEREAS, a general plan has been prepared and is recognized and used as a guide for
<br />the general development of the City of Portsmouth as a whole; and
<br />
<br /> WHEREAS, the Plan for the project area prescribes certain land uses and will require,
<br />among other things, changes in zoning, the vacating and removal of streets, alleys, and other
<br />public ways, the establishment of new street patterns~ the location and relocation of sewer
<br />and water mains and other public facilities, and other public actions; and
<br />
<br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority(hereinafter referred to
<br />as the "Authority") has prepared and submitted a~ program for the relocation of individuals
<br />and families who will be displaced by project activities pursuant tO the Plan; and
<br />
<br /> WHEREAS, there have also been presented to this Council information and data respecting
<br />the relocation program which has been Prepared by the Authority from studies surveys, and
<br />inspections of the project area; and '
<br />
<br /> WHEREAS, it is necessary that this Council take appropriate official action respecting
<br />the relocation program and the Plan for the Project, in conformity with Sections 36-49 and
<br />36-49.1 et. seq., of the Code of Virginia (1950) as amended; and
<br />
<br /> WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions
<br />of the Housing and Community Development Act of 1974, including those prohibiting discriminati
<br />because of race, color, creed, sex or national origin:
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth:
<br />
<br /> 1. That it is hereby found and determined that the Project is a blighted, d~teriorated,
<br />or deteriorating area and qualifies as an eligible project area under Sections 36-49 and
<br />36-49.1, et. seq.,.of the Code of Virginia (1950) as amended.
<br />
<br /> 2. That it is hereby found and determined that the objectives of the Plan cannot be
<br />achieved through more extensive rehabilit'ation of the project area.
<br />
<br /> 5. That it is hereby found and determined that the City's current plans for land uses,
<br />thoroughfares and community facilities, including those shown on the latest approved general
<br />plan of the City of Portsmouth, and approved by the City COuncil to the extent necessary
<br />to coincide with the provisions of said Plan, are hereby revised for the Section of the City
<br />covered by the Redevelopment Plan for the Southside III Redevelopment Project, to reflect
<br />the proposal for land uses, thoroughfares and community facilities shown in said Redevelopment
<br />Plan.

<br /> 4'. That it is hereby found and determined that the Plan for the project area will afford
<br />maximum opportunity consistent with the needs of the City of Portsmouth as a whole, for the
<br />rebuilding of the area by private and/or public enterprises.
<br />
<br /> 5. That it is hereby found and determined that the program for the relocation of individ
<br />uals and families who are displaced by project activities is feasible and can be reasonably
<br />and timely effected to permit the proper prosecution and completion of the Project; and that
<br />such safe, decent and sanitary dwellings or dwelling units available or to be made available
<br />to such disptaced~individuals and families are at least equal in number to the number of
<br />displaced individuals and families; are not generally less desirable with regard to public
<br />utilities and public and commercial facilities than the dwellings of the displaced individuals
<br />and families in the project area; are available at rents or prices within the financial means
<br />of the displaced individuals and families, and are reasonably accessible to their places
<br />of employment.

<br /> 6. That, in order to implement and facilitate the effectuation of the Plan hereby a
<br />ed, it is found and determined that certain official actions, as required, must be taken
<br />by this Council with reference, among other things, to changes in zoning, the vacating and
<br />removal of streets, alleys, and other public ways, the establishment of new street patterns,
<br />the location of sewer and water mains and other public facilities, and other public actions,
<br />and, accordingly, this Council hereby (a) pledges its cooperation in the execution of the
<br />Plan; (b) requests the various officials, departments, boards and agencies of the City of
<br />PortsmoUth having administrative responsibilities likewise to cooperate to such end and to
<br />exercise their respective functions and powers in a manner consistent with the Plan; and
<br />(c) stands ready to consider and take appropriate action upon proposals and measures designed
<br />to effectuate the Plan.

<br /> 7. That the Plan for the Project, having been duly reviewed and considered, is hereby
<br />approved, and the Cit~y Clerk be, and he is hereby directed to file said copy of the Plan
<br />with the minutes of this meeting."
