approved on first reading at the Public Hearing meeting of February 9, 1976, was adopted,
and by the following vote:
"AN ORDINANCE AMENDING THE ZONING Y~AP OF THE CITY OF POrtSMOUTH, VIRGINIA,
T~e-~ollawing letter received from Benjamin Harrison, owner of Harrison's Moving &
Storage Co., Inc., dated January 26, 1976, pertaining to above ordinance: t
"I received a notice in reference to a rezoning in which is listed to come before the
Councilmen February 9, 1976 at ~:30 p.m., docketed as Z-76-2 for the rezoning of land with
boundries from Lincoln Street to Jefferson Street. Sixth Street to Seventh Street to
Residential R-60.
I would like at this time to let it be known that I am not opposing this personally
as such, but I feel that the Portsmouth Redevelopment & Housing Authority and the City Council
should be made aware of a problem that has existed in the past and with this proposal will
constitute a great problem in the future.
Harrison's Moving ~ Storage Company is located on property that is zoned light industry,I
and does consist of a business that comes under this category, and it is basically a 24 hour I
a day operation of business. In the past quite a few residents bordering this operation has I
ined about, the motor noise at night from vehicles, in which part of them are large
compla . . ,
diesel vehicles and realizing that they~had a legimate complaint about the no,se I bought some
of those peoples property, but I also realize that with this pro,oct planning to be built
bordering my premises that it is going to constitute more complaints. I thought that it
should be brought to all parties attention, so that in the future if this project is put into
effec~ that at least you will be familiar with same and I will have someone to send these
people to with their complaints.

Therefore, I would like for my concern in reference to this be made a part of the record
in reference to this hearing.

Again, I would like to point out that this is not a personal complaint, only trying to
point out s~me fa~ts before an expensiv.e project is put into effect with no apparent solution
to a very antagonizing situation."
