<br /> "A RESOLUTION APPROVING AMENDMENT NO. 8 TO THE REDEVELOPMENT PLAN FOR THE
<br /> CRAWFORD URBAN RENEWAL PROJECT, Va. R-53.
<br /> WHEREAS, this Council by resolution adopted August 1, 1967 approved a Redevelopment
<br />Plan for the Crawford Urban Renewal Project, Va. R-S3, Portsmouth, Virginia, which has been
<br />amended from time to time; and
<br /> WHEREAS, there was presented to this body for consideration and approval a copy of an
<br />amended Redevelopment Plan for the project area, dated February, 1976, which plan consists
<br />of 15 pages and 2 exhibits; and
<br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority has made detailed studies
<br />of the feasibility of adding 12.4 acres of property to the Crawford Urban Renewal Project,
<br />Va. R-53 and has resolved that this action is viable and in the best interests of the renewal
<br />effort; and
<br />

<br />conforms to the general plan for

<br />8 has been carefully reviewed and said Redevelopment Plan
<br />the development of the City of Portsmouth as a whole; and

<br /> WHEREAS, in the judgment of this Council it is in the interest of the City and its inhabr
<br />itants that said Amendment be approved.

<br />NOW, THEREFORE, BE IT RESOLVED by the Council of
<br />
<br /> 1. That Amendment No. 8 to the Redevelopment Plan for the Crawford Urban Renewal
<br />Va. R-53 having been duly reviewed and considered, it is hereby found:
<br />
<br />the City of Portsmouth, Virginia:

<br /> a. That the objectives of the Crawford Urban Renewal Project, Va. R-S3
<br />~ortsmouth, Virginia can be better achieved by the adoption of said Amendment.

<br /> b. That Amendment No. 8 for the project area conforms to the general plan
<br />for the City of Portsmouth as a whole.
<br />
<br /> c. That Amendment No. 8 will afford maximum opportunity, consistent with
<br />the needs of the City as a whole for the redevelopment of the specified 12.4
<br />~cres by private enterprise for commercial, residential, public and semi-
<br />public reuse.

<br /> 2. That Amendment No. 8 to the Crawford Redevelopment Plan for the Crawford Urban Renew-
<br />al Project, Va. R-53 having been duly reviewed and considered is hereby approved and the
<br />City Clerk is hereby directed to file a copy of said amendment with the minutes of this
<br />meeting."

<br /> WHEREAS, under the provisions of the Housing and Community Development Act
<br />assistance is provided to localities for undertaking and carrying out community
<br />activities, including the execution of urban renewal projects; and
<br />

<br /> WHEREAS, said urban renewal projects must be approved by the governing body of the local
<br />ity in which the project is situated and that such approval must include findings by the
<br />governing body that: (1) the Urban Renewal Plan will afford maximum opportunity, consistent
<br />with the sound needs of the locality as a whole, for redevelopment of the urban renewal area
<br />by private and/or public enterprise; and (2) the Urban Renewal Plan conforms to the general
<br />plan for the development of the locality as a whole; and
<br />
<br /> WHEREAS, an Urban Renewal Plan, identified as the Southside III Redevelopment Plan (here-
<br />inafter referred to as the "Plan"), dated February, 1976, and consisting of 16 pages and 2
<br />exhibits, has been referred to this Council for review and approval; and
<br />
<br /> WHEREAS, the Plan for the urban renewal project identified as the Southside III Redevelo
<br />ment Project, (hereinafter called the "Project"), encompasses the area as described in the
<br />attached boundary description in the City of Portsmouth, State of Virginia (hereinafter calle
<br />the "Locality"), and delineated on the attached exhibits; and
<br />
<br /> WHEREAS, detailed studies of the location, physical condition of structures, land use,
<br />environmental influences, and social, cultural, and econimic conditions of the project area
<br />have been made and it has been determined that the area is blighted, deteriorated, or deterio-
<br />rating and that conditions in the area are detrimental and a menace to the safety, health,
<br />a~w~I~me of the inhabitants and users thereof and of the City of Portsmouth at large,
