1976 <br /> <br /> 76-96 "Consideration of a resolution urging funding of the Community Services Program <br />due to an error in submittal of the Governor's budget in the amount of $13 million for the <br />State program. <br /> A letter from the Mental Health and Retardation Board explaining the error and the loss o <br />funds is attached for your information. The Cit~ Manager recommends adoption." <br /> On motion of Mr. Barnes and seconded by Mr. Wentz, the following resolution was adopted, <br />and by the following vote: <br /> "A RESOLUTION URGING THE GOVERNOR AND THE GENERAL ASSEMBLY OF THE COMMONWEALTH <br /> OF VIRGINIA TO FULLY FUND THE COI~MUNITY SERVICES PROGR3%MS. <br /> WHEREAS, Thirteen Million ($13,0OO,O00.) Dollars in State Funds was deleted from the <br />Community Services item of the Governor's Budget; and <br /> WHEREAS, the City of Portsmouth has received more than Three Hundred Sixteen Thousand <br /> ($316,0OO.) Dollars of the State Funds in the last fiscal year for the operation of Community <br /> Mental Health, Mental Retardation and Drug Abuse Programs; and <br /> WHEREAS, said State Funds are considered essential to the continued operation of these <br /> programs. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br /> that the Governor and the General Assembly of the Commonwealth of Virginia are hereby urged <br /> to fully fund the Community Services Programs' budget for the total amount of Twenty Six <br /> Million ($26,000,000.) Dollars. <br /> BB IT FURTHER RESOLVED that the City Clerk be, and he hereby is, instructed to forward <br /> a copy of this resolution to the Honorable Mills E. Godwin, Jr., Governor of the Common- <br /> wealth of Virginia, and~to each member of the Portsmouth Delegation to the General Assembly." <br /> <br /> Ayes: Barnes, Elliott, Holley, Oast, Wentz, Davis <br /> Nays: None <br /> <br /> 76-97 - "Consideration of a resolution amending the commitment of the City in regards <br /> to the new Hodges 'Ferry Bridge from the City obligating to pay c~rtain costs to the City <br /> obligating to pay 15% of the right-of-way costs. <br /> This amends a previous resolution stating that the City will participate up to 15% <br /> in the right-of-way costs and construction connected witht~the Hodges Ferry B~dge. The <br /> City Manager ~ecommends adoption." <br /> "A RESOLUTION AMENDING THE CO}&IITMENT OF THE CITY OF PORTSMOUTH TO PAY CERTAIN <br /> COSTS IN CONNECTION WITH THE PROPOSED NEW HODGES FERRY BRIDGE. <br /> WHEREAS, by resolution adopted February 10, 1976, the Council of the City of Portsmouth <br /> committed to pay its share of the right-of-way costs from the City limits of Portsmouth <br /> to the termination of construction of Portsmouth Boulevard and its share of the costs of <br /> said new Hodges Ferry Bridge; and <br /> ~EREAS, the Department of Highways and Transportation of the Commonwealth of Virginia <br /> ' d <br /> has subsequently advise that the specific share of the City of Portsmouth costs would <br /> be fifteen (15%) percent of said right-of-way costs. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br /> ~hat this Council requests the Commonwealth of Virginia, Department of Highways and Transporta <br /> tion to acquire the necessary right-of-way approaches of the proposed new Hodges Ferry <br /> Bridge." <br /> Barnes and seconded by Mr. Holley the resolution was adopted, and by the <br /> <br /> On motion of Mr. <br />f~llowing vote: <br /> <br /> Ayes: Barnes, Elliott, Holley, Oast, Wentz, Davis <br /> Nays: None <br /> <br /> 76-98 - "Considerat%o~ ef a-resolutio~ reaffirming the City of Portsmouth's pesition on <br />the continuation of the Federal Revenue Sharing Program. <br /> This resolution endorses the continuation of Revenue Sharing as a direct grant program <br />from the Federal Government to fund locally determined priorities based on community needs. <br />This resolution reaffirms the Council's position thst the Congress reenact th~ State and Local <br />Fiscal Assistance Act (General Revenue Sharing). The City Manager recommends adoption." <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following rescission was adopted, <br />and by the following vote: <br /> "A RESOLUTION EXPRESSING THE CONCERN OF THE CITY COUNCIL THAT THE GENERAL REVENUE <br /> St~RING PROGRAM HAS NOT BEEN RE-ENACT~D BY THE CONGRESS OF THE UNITED STATES AND <br /> REAFFIrmING THE CITY COUNCIL'S REQUEST THAT GENERAL REVENUE SHARING BE RE-ENACTED. <br /> <br /> WHEREAS, on October 28, 1975, the Council of the City of Portsmoutn enacted a resfllution <br />urging Congr~¢~ia~re-enactment of the General Revenue Sharing Program; and <br /> <br /> WHEREAS, the loss of General Revenue Sharing Trust Funds would severely affect the <br />local tax base of the City of Portsmouth and would require the general readjustment of <br /> <br /> <br />
