March 9, 1976 the property tax:p.~ructure of the City; and WHEREAS, the U. S. Congress still has not re-enacted the General Revenue Sharing and said Program is to expire within the near future. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Portsmouth, that it is extremely concerned over the failure of the U. S. Congress to Revenue Sharing Program. Program Virginia, re-enact the General BE IT FURTHER RESOLVED, that the Council of the City of Portsmouth reaffirms its request that the U. S. Congress enact the General Revenue Sharing Program as soon as possible. IT FURTHER RESOLVED that the City Clerk is hereby directed to send a copy of this resolu tion to ali appropriate Federal Authorities." Ayes: Barnes, Elliott, Holley, east, Wentz, Davis Nays: None 76-99 "Consideration of a resolution acknowledging the designation of the Frederick Campus of the Tidewater Community College system as Portsmouth Campus. This acknowledgment also includes the commitment to capital costs for the installation of a sanitary sewer line from the college site to the prgposed Hampton Roads Sanitation District Treament Plant when completed." "A RESOLUTION ACKNOWLEDGING THE DESIGNATION OF THE FREDERICK CAMPUS OF TIDEWATER COMMUNITY COLLEGE TO sERVE THE CITY OF PORTSMSUTH; COMMIT THE CITY TO PAY CERTAIN . COSTS OF EXTENDING SEWER FACILITIES THERETO. WHEREAS, the State Board for Community Colleges has reaffirmed its policy and position that the Frederick Campus of Tidewater Community College is to serve the City of Portsmouth; and WHEREAS, the Frederick Campus is located within the area served by the Hampton Roads Sanitation District and should be connected to the sewage treatment facility thereof. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that this City aknowledges the designation of the Frederick Campus of Tidewater Community College as the branch to serve the City of Portsmouth. BE IT FURTHER RESOLVED that the City commits to its share of the the sewage treatment facility of the Frederick Campus Sanitation District ~acilities~when constructed." Motion of Mr. Barnes and seconded by Mr. Wentz, that the City Manager be authorized t~oexec~te agreement, was adopted by unanimous vote. 76-101 "Consideration of a motion a~thorizing the City Assessor to abate and the City Treasurer to refund $455.52, with interest, in real estate taxes for property located at 2600 ~ahlia Street. The legal description of this property is Map 204, Parcel 760, Lot 145A. Due to an amendment to the State Code which was effective July 1, 1974, we are now required to abate and refund six prior years plus current if the error has existed that long. The City Manager recommends a~proval." Motion of Mr. Holley and seconded by Mr. Barnes, to concur in the recommendation of the City Manager, was adopted by unanimous vote. / 76-102 ~':'q. C6nside~ation of a motion authorizing the Commissioner of Revenue to abage and! refund personal property taxes in the amount of $121 80 to Mr. James Griggs of 359 Carver Circle. ' This partial refund is necessary due to the lateness of a transfer of automobiles received by the Commissioner of Revenue's office." Motion of Mr. Barnes and seconded by Mr. Elliott, that a~'h6r%.kation be granted, was adopted by 5-1 (Holley-nay) vote. 76-103 t!Can§ideration of a motion authorizing the City Manager to pay taxes for a 6-month period from January 1, 1976 through June 30, 1976 on an 8% acre parcel located in Cavalier Manor. The owner has agreed to an option on the property for 6 months subject to the City paying the property tax for the 6 months that the property will be under option."
