The local share includes $25,000 from the current 75-76 Capital Improvemen~ <br />Budget and an additional $75,000 from the dnappropriated balance in the Capital Improvement <br />Fund. We have previously authorized ~25,500 for architectural and engineering costs for the <br />design and bid specifications for this project. This phase has been completed and the pro- <br />ject is ready for bid. The City Manager recommends adoption on first reading." <br /> <br /> On metion of Mr. Oast and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE-~250,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />CONSTRUCTION AND DEVELOPMENT OF CHURCHLAND PARK." <br /> <br /> 76-92 'tConsideration of an ordinance on first reading appropriating $10,000 from the <br />Capital Improvement Fund for engineering ~and deaign costs for repairs to the Leckie Street <br />Bridge. <br /> <br /> This appropriation will provide the necessary funds to cover the design and specifi- <br /> cations for repair due to the recent fire damage and the scheduled rehabilitation that was <br /> included in the 1975-76 Capital Budget. Upon completeion of<ldesign and drafting of speci- <br /> fications, the project will be bid ahd additional monies appropriated to cover the construc~ <br /> t~costs. ' <br /> <br /> following <br /> On motion of Mr. Holley and seconded by Mr. Wentz, the/ordinance was approved on first <br />reading, and to be referred to the City Manager for a report to be furnished at th~ next <br />meeting (March 23, 1976), was adopted by.~.~t~.t-e~n~) vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $10,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br /> ENGINEERING AND DESIGN COSTS FOR REPAIRS TO THE LECKIE STREET BRIDGE." <br /> <br /> 76-93 - "Consideration of an ordinance on first reading appropriating $143,000 from <br />the General Revenue Sharing Trust Fund in the category of Capital Improvements -- Streets <br />and Highways and Recreation. <br /> <br /> This appropriation will provide the necessary monies to the Capital Improvement Fund <br />from the General Revenue Sharing Trust Fund for the $133,000 additional capital funds <br />authorized for recreation, and the $10,000 earmarked for renovation of Leckie Street Bridge. <br />The City Manager r.ecommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was ap- <br />proved on first reading, and by S-1 (Holley-na~).~veteg <br /> <br />"AN ORDINANCE TO APPROPRIATE $143,000 FROM THE GENERAL REVENUE SHARING TRUST <br />FUND IN THE CATEGORY OF CAPITAL IMPROVEMENTS STREETS AND HIGHWAYS AND RECREATION." <br /> <br /> 76~94 "Consideration of an ordinance on first reading appropriating $65,000 from <br />the Capital Improvement Fund for upgrading the Pinners Point Sewage Treatment Plant. <br /> <br /> This appropriation will provide the necessary funds to complete Step I costs and be- <br />gin Step II in the process of upgrading sewage treatment plant to secondary treatment. Ther~ <br />are $47,400 of Federal funds included in this appropriation and $17,600~of local funds to <br />be funded from unallocated utility bond proceeds. The City Manager recommends adoption on <br />first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliot,, the following ordinance was ap- <br />proved on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $65,000 FROM THE CAPITAL I~PROVEMENT FUND <br />UPGRADING OF THE PINNERS POINT SEWAGE TREATMENT PLANT." <br /> <br />FOR <br /> <br /> 76-95 "Consideratior of an ordinance amend the City Code to provide for a house <br />moving bond. <br /> <br /> TRis amendment will require that 'house movers' post a bond for protection of the <br />public in the City prior to moving a house within the City or into the City of Portsmouth. <br />The City Manager recommends adoption. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Elliott to adopt the ordinance on first and <br />final reading. <br /> <br />tO <br /> <br /> Substitute motion of Mr. Wentz and seconded by Mr~ Elliott, the following ordinance <br />be deferred to the next meeting (March 23, 1976), was adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, 1973, BY AMENDING <br />SECTI3N 6-8 (SUBSECTION 118.41) AND ADDING A NEW SECTION PERTAINING TO FEES <br />FOR MOVING OF BUILDINGS.' <br /> <br /> <br />
