<br /> This resolution is official notification that the City Council intends to hold a

<br />but will not be permitted to speak since this is a public discussion by the Council on the
<br />proposed budget and not a public hearing. The public hearing is scheduled for May 11, 1976,
<br />at ~hich time citizens will be invited to speak on the 1976-77 budget. The City Manager
<br />recommends adoption."

<br /> George R. Walker, 1749 Spratley Street, spoke requesting a copy of the budget prior to
<br />the public budget conference a~d would gladly pay for same.

<br /> On motion of Mr. Early and seconded by Mr. Elliott, the following resolution was adopted,

<br />and by the following vote:
<br />
<br />"A RESOLUTION SCHEDULING A PUBLIC BUDGET CONFERENCE
<br />COUNCIL CHAMBERS, MUNICIPAL BUILDING OF THE CITY OF
<br />1976, COMMENCING AT 7:30 P.M., E.D.T.
<br />
<br />TO BE HELD AT THE CITY
<br />PORTSMOUTH, ON M_RY 6,
<br />
<br /> WHEREAS, Chapter 21 of Title 2.1, Code of Virginia, 1950, as amended, required discussion:
<br />of the proposed budget of a public body to be held in public; and
<br />
<br /> to attend and observe without expressing their views
<br />
<br /> be held on May 11, 1976 whereat the public may express

<br /> WHEREAS, the public is invited

<br />for the construction and operation of an oil refinery on the West Norfolk tract situated in
<br />the City of Portsmouth, subject to the condition that such refinery will be constructed and
<br />operated in compliance with all laws and regulations of theFFederal, state and municipal gover~,-
<br />ments which protect the environment.

<br /> This resolution is a meaffirmation of the Council's position after having received commen~s
<br />on the 8mvironmental impact statement and expresses unanimous support of this Council for the
<br />subject refinery. The City Manager recommends adoption."

<br /> '~ RESOLUTION REAFFIRMING THE COUNCIL'S SUPPORT FOR TIlE CONSTRUCTION AND
<br /> OPERATION OF AN OIL REFINERY SITUATED IN THE CITY OF PORTSMOUTH SUBJECT TO
<br /> THE CONDITION THAT SUCH REFINERY WILL BE CONSTRUCTED AND OPERATED IN COM-
<br /> PLIANCE WITH ALL LAWS AND REGULATIONS OF THE FEDERAL, STATE AND MUNICIPAL
<br /> GOVERNMENTS WHICH PROTECT THE EN~IRONbIENT.
<br />
<br /> WHEREAS, on February 25, 1975, this Council amended after conducting a Public Hearing
<br />a zoning ordinance of the City of Portsmouth to permit oil refineries to be constructed
<br />and operated in areas zoned within the City of Portsmouth M-2; and
<br /> WHEREAS, on January 13, 1976, this Council adopted a resolution reaffirming its ~
<br />support for the construction and operation of an oil refinery situated in the City of Portsmou h,
<br />Council being unanimously of the opinion:
<br /> (1) The refinery project can be built and operated while safeguarding the environment. I
<br /> (2) The refinery project will increase the City's tax base as well as being an economic
<br /> boost to Tidewater and the Commonwealth.
<br />
<br /> (5) Other industrial developments will occur in the area.
<br />
<br /> (4) The port business as well as the national defense will be enhanced by the construc%-
<br /> tion and operation of an oil refinery.
<br /> (5) The southeastern portion of the United States needs additional oil refining capacity
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that it unanimously reaffirms its support for the construction and operation of an oil refiner'
<br />situated in the City of Portsmouth subject to the condition that such oil refinery is con-
<br />structed and operated in compliance with all laws and regulations of the Federal, State
<br />and Municipal governments which protect the environment.
<br />
<br /> BE IT FURTHER RESOLVED that a copy of this resolution be presented at the Public Hearing
<br />for the Army Corps of Engineers on April 19, 1976, for the purposes of expressing the unanimou
<br />support of this Council for the construction and operation of an oil refinery situated in
<br />the City of Portsmouth subject to the condition heretofore stated."
