333 <br /> <br />April 13, 1976 <br /> <br /> Consideration of a mot'ion authorizing the transfer of $51,817 of unexpended capital fund <br />from the Highland Biltmore project to Harry Hunt, Phase II. <br /> <br />The City Manager recommends approval of the motion." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $331,743 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />PHASE II RENOVATION OF HARRY HUNT JUNIOR HIGH SCHOOL." <br /> <br /> Motion of Mr~ Barnes and seconded by Mr. Elliott that authorixation be granted to trans- <br />fer funds as recommended, was adopted by unanimous vote. <br /> <br /> 76-139 - "Consideration of an ordinance on first reading to appropriate $314,710 in the <br />Public Utilities Fund for the extension of water mains on Greenwood Drive West Norfolk Road <br />Cedar Lane and High Street West. ' ' <br /> <br /> This appropriation will p~ovide the local funds necessary to match Federal funds of <br />$620,290 previously received and appropriated for the extension of water mains at the follow- <br />ing locations: (a) 16-inch water main on Greenwood Drive from Darren Drive to George Washing <br />ton Highway, (b) extension of 20-inch transmission main from Coast Guard Boulevard along NF ~ <br />D Railroad to the west approaches of the Western Freeway Bridge, and (c] extension of 12-inch <br />main from NF 8 D Railroad south on Cedar Lane to High Street and east on High Street to the <br />Churchland Bridge. This construction ~kll complete the loop between the Churchland system <br />and the system east of the Western Branch of the Elizabeth River providing more reliable flow <br />for fire protection and back-up in the event the transmission main is damaged or out of servz~ <br />The total overall project is 50% local and S0~ Federal funding. The City Manager recommends <br />adoption on first reading. <br /> <br /> On morion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved <br />on first read:iny, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $314,710 FROM THE PUBLIC UTILITY FUND FOR EXTENSION <br />OF A 16 INCH WATER ~IN ON GREENWOOD DRIVE FROM DARREN DtRVE TO GEORGE WASHINGTON <br />HIGHWAY; EXTENSION OF A 20 INCH WATER TRANSMISSION LINE FROM COAST GUARD BOULEVARD <br />TO THE PROPOSED WESTERN FREEWAY BRIDGE; AN EXTENSION OF A 12 INCH WATER MAIN SOUTH <br />ALONG CEDAR LANE TO HIGH STREET AND EAST ON HIGH STREET TO THE CHURCHLAND BRIDGE." <br /> <br /> 76-140 "Consideration of an ordinance amending Sec~iun?14 of the Classification and <br />Pay Plan Ordinance 197~-2~2 pertaining to allocation of positions within the Portsmouth Fire <br />Department. <br /> <br /> This ordinance amends Section 14A of the City Classification and Pay Plan adding 4 addi- <br />tional positons each for Captain and Lieutenan~ and reducing Firefighters by 8. This amend- <br />ment will provide for a total of 35 Captains, 35 Lieutenants and 134 Firefighters. This <br />ordinance will permit the implementation of my recommendation made at the previous Council <br />meeting. The City Manager recommends adoption.' <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the followi~g~ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THAT PART OF THE CLASSIFICATION AND PAY PLANPERTAINING <br />TO THE COMPLEMENT OF THE FIRE DEPARTMENT AND POLICE DEPARTMENT." <br /> <br /> Ayes: Barnes, Early, Elliott, Holley, Wentz <br /> Nays: None <br /> <br /> 76-141 "Consideration of an ordinance to amend Sections 31-29, 31-64 and 31-66 of the <br />City Code pertaining to membership in the Supplementary Retirement System and to ordinary <br />disability retirement and service-connected disability retirement. <br /> <br /> This amendment will permit prospective employees who are currently on disability <br />retirement other than the City to be employed by the City and receive credit for years of <br />service toward regular ret'irement. It. will 5or permit di.sability retiremeat from the City <br />under any condition, service-connected or ordinary. This amendment has been recommended <br />by the Board of Trustees for the retirement system and a copy of th~&r letter is attached. <br />The City Manager recommends adoption." (See Exhibit 76-14t-Letter attached) <br /> <br /> On motion of Mr. Earl)- and secnnded by Mr. Elliott, the following ordinance was <br />on first and final reading, and by the following vote: <br /> <br /> "AN ORDI.NANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br /> BY AMENDING SECTIONS 31-29, 31~64 AND 31-66, THEREOF PERTAINING TO MEMBERSHIP <br /> IN THE SUPPLEMENTAL RETIREMENT SYSTEM AND TO ORDINARY~DISABILITY RETIREMENT <br /> AND SERVICE CONNECTED DISABILITY RETIREMENT." <br /> <br />Ayes: Early, Elliott, Wentz <br />Nays: Barnes, Holley <br /> <br /> <br />
