335 <br /> <br />A~ril 13_ 1976 <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Wentz <br />Nays: None <br /> <br /> 76-144 "Consideration of a resolution <br />legislation to permit local utility taxes to <br />income tax returns. <br /> <br />urging the Congress of the United States to adopt <br />be included as itemized deductions on individual <br /> <br /> There is presently u~der consideration by the Congress of the United States legislation <br />which would permit deductions for local utility taxes as a deduction on Federal income tax <br />reports. This resolution urges the Congress of the United States to adopt such legislation <br />and permit the local utility tax to be included as an itemized deduction on Federal income tax <br />returns. Th.e City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following resolution was adopted <br />and by the following vote: <br /> <br />"A RESOLUTION URGING THE CONGRESS OF THE UNITED STATES TO ADOPT LEGISLATION <br />WHICH WILL PERMIT LOCAL UTILITY TAXES TO BE INCLUDED AS AN ITEMIZED DEDUCTION <br />ON INDIVIDUAL INCOME TAX RETURNS. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, has attempted to brcraden <br />the impact of the tax load by the institution of consumer use taxes on water gas, electric <br />and telephone services; and ' <br /> <br /> WHEREAS, the utility taxes are identifiable as taxes on the statements presented <br />to the citizens by the several utility companies; and <br /> <br /> WHEREAS, the.citizens.are.not permitted to deduct the utility taxes from the income <br />reportable for Federal Income Tax purposes; and <br /> <br /> WHEREAS, there is under consideration by the Congress.of the United States certain <br />legislation known as Hous'e Resolution 8133 which would permit the deduction of-local <br />utility taxes from income reportable for Federal Income Tax purposes. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the Congress of the United States is hereby urged to adopt legislation which will <br />permit local utility taxes to be included as an itemized deduction on Federal Income <br />Tax returns. <br /> <br /> BE IT FURTHER RESOLVED that <br />copies of this resolution to the <br />the United States." <br /> <br />the City Clerk be, and he hereby is, instructed to forward <br />members of the Virginia Delegation to the Congress of <br /> <br />.Ayes:~ Barnes, Early, Elliott, Holley, Wentz <br /> Nays: None . _ <br /> <br /> 76-145 - "Consideration of a resolution authorizing the use of $20,000 in Revenue Sharing <br />Funds previn~g~y appropriated for the Elm Avenue pool for Neighborhood Facilities repairs and <br />Cavalier Manor pool repairs. <br /> <br /> We currently have an unencumbered balance of $20,000 left on the Elm Avenue pool project, <br />and the pool at Cavalier Manor as well as the Neighborhood Facility require repairs immediatel <br />This resolution will authorize the use of Revenue Sharing Funds for this purpose within the <br />orii$nal category in which it was appropriated -- Capital Improvements/Recreation. The City <br />Manager recommends adoption." <br /> <br /> On motion of Mr. Elliott and seconded by Mr. Early, the following resolution was adopted, <br />andBy the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO UTILIZE $20,000. PREVIOUSLY APPRO- <br />PRIATED FOR THE ELM AVENUE POOL FROM THE GENERAL REVENUE SHARING FUND IN THE <br />CAPITAL IMPROVEMENT CATEGORY FOR RECREATION, SAID AMOUNT TO BE UTILIZED FOR THE <br />FOLLOWING PURPOSES: $11,OOO. TO BE UTILIZED FOR COMPLETION OF REPAIRS AT THE ELM <br />AVENUE NEIGHBORHOOD FACILITY; $9,000. TO BE UTILIZED FOR REPAIRS TO THE CAVALIER <br />MANOR POOL. <br /> <br /> WHEREAS, by Ordinance dated January 28, 1975, the Council <br />appropriated $128,O00. from the General Revenue Sharing Fund <br />category for recreation for the Elm Avenue.pool; and <br /> <br />of the City of Portsmouth <br />in the Capital Improvement <br /> <br /> ~fHEREAS, an unencumbered balance in the amount of $20,OOO. <br />and <br /> <br />was left in this appropriatio: <br /> <br /> WHEREAS, the amount of $11,OOO. is required to complete the repairs to the Elm <br />Avenue neighborhood facility; and <br /> <br /> WHEREAS, the amount of $9,000. <br />and <br /> <br />is required for repairs to the Cavalier Manor pool; <br /> <br /> WHEREAS, the last two above-mentioned projects are within the Capital Improvement <br />category for recreation of the General Revenue Sharing Fund. <br /> <br /> <br />
