332 <br /> <br />April 13~ 1~76 <br /> <br /> The following reports from the City Manager were presented: <br /> <br /> 76-134 "Consideration of an ~rdinance on first reading to appropriate $28,727 for <br />construction of drainage improvements on Elm Avenue at the location of the Atlantic Creosote <br />facility. <br /> <br /> This appropriation will provide the necessary funds for the City's ~% of the constructiop <br />costs and includes the 53% being paid by Atlantic Creosote for the off-site drainage require- <br />ments to eliminate a drainage violation cited by the U. S. Coast Guard. The total cost of the <br />project will be $45,227 with the City's share being $23,379. A previous apprgpriat'ion in.the <br />amount of $16,500 has been made, leaving the balance for the tool project at $28,727. Th~s <br />item will be funded from the offqsite drainage category in the Capital Improvement Budget for <br />1975-76. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $28,727 FROM THE CAPITAL IMPROVEMENT FUND FOR <br /> ELM AVENUE DRAINAGE IMPROVEMENTS." <br /> <br /> 76-135 "Consideration of an ordinance on f~rst reading to appropriate ~8,000 in the <br />Federal Gran~s Fund for the Community Substance Abuse Prevention/Education Program. <br /> <br /> This appropriation will provide the necessary funds to purchase equipment and materials <br />to establish a media resource and training center for substance abuse, prevention and educa- <br />tion. The program will be designed to address the needs of students, parents, teachers, <br />law enforcement and the general community. The required local cash match for this program is <br />$420 and this amount has been included in the General Operating Budget for the Mental Health <br />Fund for 1975-76. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr~ Barnes and seconded by Mr, Holley, the following ordinance was approved <br />on first reRding, and by unanimous ~ote: <br /> <br /> "AN ORDINANCE TO' APPROPRIATE $8,000 FROM THE FEDERAL 'GRANTS FUND FOR OPERATION <br /> OF THE COMMUNITY SUBSTANCE ABUSE PREVENTION EDUCATION PROGRAM." <br /> <br /> :~$6-136.- "C.onsid.eration of an ordinance on first reading to appropriate $282,100 in the <br />Capital Improvement Fund for the preliminary engineering and design costs for the Western <br />Freeway Bridge. <br /> <br /> The current 5-Year Capital Improvement Program includes $282,100 for fiscal year 1975-76 <br />for preliminary engineering and design costs on the Western Freeway Bridge. The State has <br />begun processing invoices for payment on preliminary engineering and design for costs incurred <br />for the Western Freeway Bridge. This will be a continuing project and additional funds will <br />be included in the Capital Improvement Program for the next 3 fiscal years as the City's 15% <br />share of the right-of-way, bridge costs and approaches. The current contract for the bridge <br />construction is in excess of i8 million and the bids for approaches to the bridge will be <br />opened on or before May 1. The City Manager recommends adoption on first reading. <br /> <br /> On motion of Mr. Barnes and geconded by Mr. Early, the following o~ance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE ~282,100 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />PRELI~IINARY ENGINEERING AND DESIGN OF THE PROPOSED WESTERN FREEWAY BRIDGE." <br /> <br /> 76-137 "Consideration of an ordinance on first reading to appropriate $70,445 <br />Capital Improvement Eund for drainage and street improvements to River Shore Road and <br />Lane. <br /> <br />from the <br /> Hedgerow <br /> <br /> This appropriation represents the amount received from the 3 developers in conjunction <br />with the drainage and street improvements made to River Shore Road and Hedgerow Lane. There <br />was a previous appropriation of $190,000 which included the City's share and the school share <br />based on construction of the new Churchland Primary. In addition, improvements were made for <br />the benefit of 3 developers and their pro-rata share of the drainage and street improvements <br />total $70,445. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $70,445 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />DRAINAGE AND STREET IMPROVEMENTS TO RIVER SHORE ROAD AND HEDGEROW LANE." <br /> <br /> 76-138 "Consideration of an ordinance on first reading to appropriate $~S1,743 from the <br />Capital Improvement Fund for Phase II renovation of Harry Hunt Junior High School. <br /> <br /> This appropriation, together with the $5i, 817 of unexpended balance on the Highland <br />Biltmore renovation, will provide the necessary funds for ~he Phase II renovation estimated <br />at ~390,044. This ordinance will appropriate the balance remaining in the Capital Improvement <br />Program scheduled for 1976-7- earmarked for Harry Hunt, Phase II. A copy of the resolution <br />from the School Board requesiing this appropriation is attached for your information. The <br />City Manager recommends adoption on first reading. <br /> <br /> <br />
