34,3 <br /> <br />April <br /> <br />and <br />to a <br />and by <br /> <br />76-164 "Consideration of a resolution requesting the Virginia Department of Highways <br />Transportation to designate the Western Freeway as a limited access facility. <br /> <br /> This resolution requests that there be limited access between the western city limits <br /> point 0.026 miles west of the N.F. ~ D. Railroad. The City Manager recommends adoption.' <br /> <br /> On.motion of Mr. Barnes and seconded by Mr. Wentz, the following resolutiQn was adopted, <br /> the following vote: <br /> <br />"A RESOLUTION ESTABLISHING A PORTION OF THE PROPOSED WESTERN FREEWAY TO BE <br />A LIMITED ACCESS FACILITY. <br /> <br /> WHEREAS, the Commonwealth of Virginia, Department of Highways and Transportation, <br />has requested the Council of the City of Portsmouth to establish a portion of the proposed <br />Western Free~ay to be a limited access facility. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia <br />that the portion of the proposed Western Freeway between the Western City limits and 0.026 <br />miles west of the Norfolk, Franklin and Danville Railroad track is established to be a limited <br />access facility." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast Wentz Davis <br />Nays: None ' ' <br /> <br /> 76-165 - "Consideration of a resolution changing the location and time of the May 1t, <br />1976 regularly scheduled Council meeting to T. A. Willett Auditorium at Woodrow Wilson High <br />School for a public hearing on the proposed 1976-77 annual budget.~ <br /> <br /> The City Manager recommends adoption." <br /> <br /> George R. Walker, 1749 Spratley Stmeet spoke regarding budget not being available at <br />this time. ' <br /> <br /> On motion of Mr. Elliott ~and seconded by Mr. Wentz, the following resolutian was adopted <br />and by the following vote: <br /> <br /> "A RESOLUTION CttANGING THE LOCATION AND TIME OF THE MAY 11, 1976 REGULARLY l~ <br /> SCHEDULED COUNCIL MEETING FROM THE COUNCIL CHAMBERS OF THE MUNICIPAL BUILDING <br /> TO T. A. WILLETT AUDITORIUM AT WOODROW WILSON HIGH SCHOOL FOR A PUBLIC HEARING <br /> ON THE PROPOSED 1976-77 ANNUAl BUDGET, COMMENCING AT 7:50 P.M., E.D.T. <br /> <br /> JfHEREAS, it is the sense of the Council that the public should be provided with a place <br />to assemble of sufficient size to permit the exchange of views on the proposed 1976-77 budget. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that the locatio~ <br />and time of the May-ll,~t976 regularly scheduled Council meeting is changed from the Council <br />Chambers of the Municipal Building to T. A. Willett Auditorium at Woodrow Wilson High School <br />for a public hearing on the proposed 1976-77 annual budget, commencing at 7:30 P.M., E.D.T." <br /> <br /> Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br /> Nays: None <br /> <br /> 76-166 - "Consideration of a resolution authorizing the City Manager to advertise a <br />20' x 75' strip on Greenwood Drive which has been declared surplus. <br /> <br /> The City has just completed replacement of the old sewage pump station on this site <br />designated as Parcel 7, Map 550. The 20' x 75' strip on Greenwood Drive parallel to Stratfor~ <br />Street has been declared surplus and recommended for public sale. The City Manager recommend~ <br />adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Early, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE AND RECEIVE BIDS <br />FOR CERTAIN CITY OWNED PROPERTY (20 FOOT PARCEL ADJOINING SEWAGE PUMP <br />STATION ON GREENWOOD DRIVE). <br /> <br /> WHEREAS, the City of Portsmouth currently owns a certain 20 foot parcel of land on the <br />north side of Greenwood Drive adjacent to the sewage pump station at the intersection of <br />Greenwood Drive and Stratford Road; and <br /> <br /> WHEREAS, the parcel of property is more fully identified and described as follows: <br /> <br /> All that certain piece or parcel of ~-4~d, situate, lying and being <br /> im;~the City ~f ~.ortsmo~th,:Vi~, b.oun~ed and.described as follows- <br /> <br /> Beginning at a point on the northern margain of Greenwood Drive, <br /> said point being the point at which the line dividing the property is <br /> mn~ or formerly owned by <br /> owned by the City Of Portsmouth, Virginia, i~{erseC%s the ~orth~n ~r in <br /> of Greenwood Drzve, thence north 7~SO'SO" wes g <br /> ' ' z t along the aforesaid line <br /> <br /> <br />
