342 <br /> <br /> 76-159 "Consideration of a motion approving a proposed experimental bus service from th <br />Greenwood Drive fringe parking lot and Route 164 to the Naval Base at Sewells Point via the <br />Midtown Tunnel and 3 trips to downtown Norfolk via the Downtown Tunnel. <br /> The proposal is to operate the Bus service as an experimental service for a 6-months <br />period. The net cost for the first two months service will be paid as a system-wide marketing <br />cost of the Tidewater Transportation Commission. It is estimated that the proposed service <br />will begin on or before May 1, 1976. The City Manager recommends approval. <br /> Motion of Mr. Early and seconded Mr. Elliott, that the proposal to operate the bus <br /> service as an experimental service for a 6-month period, to be approved, was adopted by unanim <br /> OUS vote. <br /> 76-160 - "Consideration of an ordinance an first reading to appropriate.~$15,000, from the <br /> General~ ~eve~e~Sharing~Trust Fund in the category of Capital Improvements-Lm~b~rles. <br /> The construction of a library mezzanine to increase book storage in the Main Library was <br /> approved in the Planned Use Report for Revenue Sharing Funds, Entitlement VI. This appropri- <br /> ation will fdhd architectural and engineering costs to design the required improvements. The <br /> estimated total cost of the project is outlined in the 1975-76 Capital Budget as $150,000. <br /> The City Manager recommends adoption on first reading. <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved <br /> on first reading, and by unanimous vote: <br /> "AN ORDINANCE TO APPROPRIATE $15,000 ~ROM THE GENERAL REVENUE SHARING TRUST <br /> FUND IN THE CATEGORY OF CAPITAL IMPROVEMENTS - LIBRARIES." <br /> 76-161 - "Consideration of an ordinance on first reading to appropriate ~15,000 from the <br /> Capital Improvement Funds for architectural and engineering fees for the library <br /> This ordinance appropriates the Revenue Sharing Funds in the Capital Improvement Fund <br /> from the crdinance previously adopted above. The City Manager recommends adoption on first <br /> reading." <br /> On motion of Mr. Barnes land seconded by Mr. Elliott, the following <br /> on first reading, and by unanimou~ vote: <br /> "AN ORDINANCE TO APPROPRIATE $15,000 FROM THE CAPITAL IMPROVEMENT <br /> ARCHITECTURAL AND ENGINEERING SERVICES FOR THE LIBRARY MEZZANINE." <br /> 76-162 - "Consideration of an ordinance to close a portion of the fcllowing streets: <br /> Wool Avenue, Primrose Street, Holladay Street and two portions of Mount Vernon A~enue. <br /> This ordinance will close a portion of the streets listed as Items S-76-4 through Items <br /> S-76-7 as indicated on the enclosed maps. A copy of the viewers report is attached ~or your <br /> information. ~treet closures outlined in this ordinance were requested by the Portsmouth <br /> Redevelopment and Housing Authority and recommended by the Planning Commission. The City <br /> <br />ordinance was approved <br />FUND FOR <br /> <br />Manager ~ecommends adoption." <br /> On motion of Mr. Early and seconded by Mr. Barnes, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br /> "AN ORDINANCE TO CLOSE A PORTION OF THE FOLLOWING STREETS: (1) A PORTION OF <br /> WOOL AVENUE EXTENDING APPROXIMATELY 420 FEET SOUTH OF THE SOUTHERN RIGHT OF WAY <br /> L--~ OF HIGH STREET; (2) A PORT~ON OF PRIMROSE STREET BOUNDED ON THE NORTH BY <br /> HOLLADA~ STREET AND SOUTH FOR A DISTANCE OF 30 FEET; (3) A PORTION OF HOLLADAY <br /> STREET BOUNDED ON THE EAST BY ELM AVENUE AND ON THE WEST BY ARMSTRONG STREET; <br /> (4) AND A PORTION OF MOUNT VERNON AVENUE APPROXIMATELY 256 FEET SOUTH OF THE <br /> SOUTHERN RIGHT OF WAY LINE OF HIGH STREE~ AND ALSO A PORTION OF MOUNT VERNON <br /> AVENUE APPROXIMATELY 56 FEET SOUTH OF THE PORTION HERETOFORE DESCRIBED." <br /> Ayes: Barnes, Early, Elliott~ Nolley, Oast, Davis <br /> Nays: None <br /> AB§~A~i~: Wentz <br /> <br /> 76-163 -""Consideration of an ordinance to close a portion of Green Street, George Wash- <br />ington Highway and Effingham Street. <br /> T~e closing of a portion of Green Street is based on a request by the U. S. Navy and the <br />City of Portsmouth. This closure is Item S-76-8 as shown on the enclosed map and a copy of <br />the viewers report is attached for your information.
