342 <br /> <br />April ~7, 1976 <br /> <br /> 76-138 The following ordinance approved on first reading at the meeting of April 15 <br />1976, was taken up and read: , <br /> <br />"AN ORDINANCE TO APPROPRIATE $331,743 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />PHASE II RENOYATION OF HARRY HUNT JUNIOR HIGH SCHOOL." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Elliott the ordinance was adopted, <br />the following vote: ' <br /> <br />and by <br /> <br />Ayes: Barnes, Early,Ellzott' , Holtey, Oast Wentz, Davis <br />Nays: None ' <br /> <br /> 76-139 The follow~ng ordinance approved on first reading at the meeting <br />1076, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $314,710 FROM THE PUBLIC UTILITY FUND FOR <br />EXTENSION OF A 16 INCH WATER MAIN ON GREENWOOD DR~VE FROM DARREN DRIVE <br />TO GEORGE WASHINGTON HIGHWAY; EXTENSION OF A 20 INCH WATER TRANSMISSION <br />LINE FROM COAST GUARD BOULEVARD TO THE PROPOSED FREEWAY BRIDGE; AN <br />EXTENSION OF A 12 INCH WATER MAIN SOUTH ALONG CEDAR LANE TO HIGH STREET <br />AND EAST ON HIGH STREET TO THE CHURCHLAND BRIDGE." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Barnes, the ordinance was adopted, <br />the following vote: <br /> <br />of April 13, <br /> <br />and by <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oast Wentz Davis <br />Nays: None ' ' <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Wentz, that the contracts to be awarded to <br />Stewart Construction Company f~r~-4, being]ow-bmdder* in the amount of $318,12g; A. G. <br />Pinkston Company~for W-S, being low-bidder in the amount of $460,331.50 as outlined by <br />the City Manager, was adopted by unanimous vote. ' <br /> <br /> The following reports from the City Manager were presented: <br /> <br /> 76-156 "Consideration of an ordinance on first reading to appropriate $4,431,000 from <br />the Community Development Fund for the 1976 Community Development Program p2evidusly approved <br />by the City Council. <br /> <br /> This appropriation includes all funds under the hold harmless entitlement due the City <br />of Portsmouth for 1976 except $139,000 of contingencies. The previously adopted program <br />includes funds for Southside I, II and Ill, Park View, Effingham, Gander Creek and rehabili- <br />tation of Neighborhood Centers. Copies of the letter from the HUD Area Office authorizing <br />the release of funds with a breakdown by category is attached for your information. The City <br />Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Wentz, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $4,431,000 FROM THE COMMUNITY DEVELOPMENT FUND <br />FOR THE 1~76 OOMMUNITY DEVELOPMENT PROGRAM PREVIOUSLY APPROVED BY CITY COUNCIL." <br /> <br /> 76-157 "Consideration of an ordinance on first reading to appropriate ~662,231 from <br />the Capital Improvement Fund for the City's one-third commizment to the Effingham Project <br />for fiscal Fears 1976 and 1977. <br /> <br /> This appropriation will provide the necessary funds for the drainage and street improve- <br />ments committed as the City's one-third share of the Effingham Project for fiscal years 1975- <br />76 and 1976-77. There are sufficient funds in the 1975=76 Capital Improvement Program to <br />cover the necessary cash required for the duration of this year as the City's share of Effing <br />have. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Early and seconded by Mr. Barnes,, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $662,231 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE CITY'S ONE-rHIRD COMMITMENT TO THE EFFINGHAM PROJECT FOR FISCAL YEARS <br />!~F6 AND 1977." <br /> <br /> 76-158 - "Consideration of an ordinance on first reading to appropriate $9,000 from <br />the Capital Improvement Fund to complete the Demonstration Block Parking Lot in Olde Towne. <br /> <br /> This appropriation will provide the necessary funds %~ocomplete the brick wall and <br />well in the 500 block of North Street as part of the City's commitment to the Olde Towne Con- <br />servation Project. Funds coverRmg_~ the City's share of the Olde Towne Project were included <br />in the 1975-76 Capital Improvement Program." <br /> <br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $9,000 FROM THE CAPITAl IMPROVEMENT FUND <br />COMPLETE THE DEMONSTRATION BLOCK PARKING LOT AT OLDE TOWNE." <br /> <br /> <br />
