<br />of Armstrong Street. This resolution appoints the viewers pursuant to the State requirement.

<br /> WHEREAS, Portsmouth Redevelopment and Housing Authority, has made application to vacate
<br />and close the hereinafter described portion of a certain street, and it appearing that the
<br />notice of the application and request for appointment of viewers was duly posted April 29,
<br />1976 on the bulletin board of the Circuit Court of the City of Portsmouth, the bulletin
<br />board of the Council Chambers of the City of Portsmouth and the bulletin board of the General
<br />District Court, Civil Division, of the City of Portsmouth, Virginia.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />Colonel Henry P. Crowe, Rev. S. R. Wilkerson, Belvin W. Blachman, A. N. Kendricks and Frank
<br />N. Bilisoly be appointed as viewers to view the hereinafter described portion of such street
<br />and to report to this Council in writing whether in their opinion, any, and if any, what
<br />inconvenience would result in vacating and closing the following:

<br /> All that certain parcel of land, lying, and being in the City of Portsmouth,
<br />Virginia, and comprising that portion of Armstrong Street as shown on a plat
<br />entitled, "Plat Showing Survey Of Portion Of Armstrong Street To Be Acquired

<br /> "The Friends of the Portsmouth Naval Shipyard Museum work closely with the Museum on a
<br />daily basis. We supplement the staff with volunteers, six days a week and furnish extra
<br />help when requested by the administration. It is our object to be a service and educational
<br />organization whose purpose shall be to promote, support, and encourage public interest in the
<br />program of the Museum.
<br />
<br /> Through the years, since January 1963 when the Museum opened in downtown Portsmouth, we
<br />have ended mred to fulfill this objective and have. enhanced tko Museum in many ways, supple-
<br />me,ting its program with the income from our small dues scale by assisting with the purchase
<br />of folders, repairing furniture, purchasing items for the library, rare lithographs, instal-
<br />lation of background music, historical plaques, gift of a certificate for $1,000.00 toward
<br />the expansion of the existing facility, installation of the ADT protection system, and most
<br />recently, the addition of the Model Portsmouth 1776, as an educational instrument for our
<br />student visitors, and for the enjoyment and delight of our adult guests.
<br />
<br /> The Board of Directors of the Friends feel that we work more closely with the operation,
<br />staff, and guests to the museum than any other group in the city, including its off'cial board
<br />of directors. We, therefore, feel that we s~eak with authority in the knowledge of}what is
<br />best for the future growth and development of the Portsmouth Naval Shipyard Museum. The Board
<br />of Directors, meeting April 29, 1976, therefore request that you consider the following:
<br />
<br />1. That the honorable City Council take no action on relocation of the Naval Shipyard
<br /> Museum, until the waterfront development ~roject is firmly decided upon.
<br />
<br />We urgently request that this facility not be combined with or located in the vicinit'
<br />of the Court House. We feel that the Naval Shipyard Museum ~rogr~m¢~}}S!-tose%its
<br />identity and its program will be down-graded if this action is taken.
<br />
<br />3. We feel that the Naval Shipyard Musaum should definitely remain on the waterfront,
<br /> either as a part of the waterfront development, south end, or in a position that the
<br /> planners would deem attractive to the program and to the Museum, or, in the event
<br /> that this plan does not materialize, we are convinced that the most attractive posi-
<br /> tion in relation to tourist appeal and enhancement of High Street and Olde Towne is
<br /> in its present location.
<br />
<br />4. It is the opinion of the Friends' Board that the Coast Guard Lightship Museum and the
<br /> Portsmouth Naval Shipyard Museum are compatible in scope~ both being dedicated to the
<br /> preservation of history and the safe keeFing of historical objects for future genera-
<br /> tions to study. These facilities compliment each other and due to tko nature of the
<br /> programs should be located a~acent to one another and in a waterfron location.
