351 <br /> <br />1976 <br /> <br /> It was requested that our budget recommendation include the recommendation for selection <br />of a public accounting firm to perform the City's annual audit. It is our recommendation <br />that Frederick B. Hill and Company be retained to conduct the audit. <br /> <br /> The City Manager's draft of the operating ~udget provides funding for the continuation <br />of municipal services for another year, but it is evident to this Commission that beyond that <br />point additional sources of revenue will become a necessity. The adequacy of local tax in- <br />creases to prokide the future revenues which will be required is queStionabLe on other than <br />an interim basis. We take this opportunity to reiterate our support of the proposed oil re- <br />finery becads~ analysis of the operating budget reveals so emphatically Portsmouth's need for <br />additional major sources of revenue." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was <br />proved on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE FUNDS NECESSARY FOR OPERATION OF THE CITY <br />GOVERNMENT FOR AND DURING THE FISCAL YEAR BEGINNING JULY 1 1976 AND <br />ENDING JUNE 30, 1977." ' <br /> <br />ap- <br /> <br /> 76-183 'Consideration of an ordinance on first reading to appropriate $20,131 from <br />the Federal Grants Fund for the operation of Portsmouth Police Annual Rape Squad Program, <br />Summer Law Intern Program and Word Processing Equipment for Commonwealth Attorney's Office. <br /> <br /> This ordinance appropriates $15,065 for the Police Annual Rape Squad Progmam, $S,I76 <br />for the Summer Law Intern Program; and $1,890 for the Word Processing Equipment. There are <br />$1,003 of local match required which has already been appropriated in the General Operating <br />Budget for 1975-75. Ths City Manager recomm'ends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $20,131 FROM THE FEDERAl GRANTS FUND FOR (1) A <br />NEW TWELVE MONTH PORTSMOUTH POLICE ANTI-RAPE SQUAD PROGRAM; (2) A SUM~4ER LAW <br />INTERN PROGRAM AND TO PURCHASE WORD PROCESSING EQUIPMENT FOR THE COMMONWEALTH <br />ATTORNEY'S OFFICE." <br /> <br /> 76-184 "Consideration of an ordinance on first reading to appropriate $10,000 from the <br />Capital Improvement Fund for engineering services and design required for the West Norfolk <br />Road and Cedar Lane intersection improvements. <br /> <br /> This appropriation will provide the necessary funds to begin the engineering and design <br />costs for the addition of right turn lanes at the intersection of West Norfolk Road and Cedar <br />~ane. This project is included in the 1975-76 Capital Improvement Budget in the category of <br />street improvements. The City Manager reconmends adoption a~o£irst reading. <br /> <br /> On motion of Mr. Oast and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $10,~00 FROM THE CAPITAL IMPROVEMENT FUND FOR <br /> ENGINEERING AND DESIGN COSTS OF THE WEST NOR~K ROAD AND CEDAR LANE INT~R~ <br /> SECTION IMPROVEMENTS." <br /> <br /> 76-185 "Consideration of a resolution recognizing and <br />on the event of hi~s testimonial dinner, May 15, 1976." <br /> <br /> On motion of Mr. Elliott and seconded by Mr. Wentz, the <br />and by the following vote: <br /> <br />honoring Judge Robert F. McMurr~ <br />following resolution was adopted, <br /> <br />"A RESOLUTION RECOGNIZING AND HONORING JUDGE ROBERT F. McMURRAN ON THE <br />EVENT OF HIS TESTIMONIAL DINNER, MAY iS, 1976. <br /> <br /> WHEREAS, the Honorable Robert F. McMurran is a native son of the City of Portsmouth; <br />and <br /> <br /> WHEREAS, Judge McMurran's distinguished career as an attorney and jurist is underscored <br />hMdh~scdedicated public life, which has included terms as a Delegate in the General Assembly, <br />and as a Commonwealth Attorney, and service as the Clerk of the Hustings Court; and <br /> <br /> WHEREAS, in 1958 he was appointed Judge of the Hustings Court and now serves as Senior <br />Judge of the Circuit Court; and <br /> <br /> WHEREAS, J~dge McMurran has in addition to his outstanding professional career made <br />great contributions in the civic life of the City. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />this Council do~s hereby recognize and honor Judge Robert F. McMurran for his long record <br />of past and present distinguished public service. <br /> <br /> BE IT FURTHER RESOLVED that this Council hereby express the esteem and admiration which <br />all citizens hold for Judge Robert F. McMurran. <br /> <br /> BE IT FURTI~R RESOLVED that the City Clerk be, and he hereby is, direcged to cause this <br />resolution to be spread upon the minutes of this Council and a duly attested copy be presente~ <br />to Judge McMurran by Mayor Richard J. Davis, at a testimonial dinner to be held on May IS, <br />1976, sponsored by the Benevolent and Protective Order of Elks, Lodge No. 82, of Portsmouth <br />Virginia." , <br /> <br /> <br />
