'369 <br /> <br />June 8, 1976 <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that Linon Vann, C. E. Ellis, Leonard L. Sullivan, Raymond Tweed, and Frank N. Bilisoly <br />be appointed as viewers to view the hereinafter described portion of such street and to <br />report to this Council in writing whether in their opinion, any, and if any, what inconveniem <br />would result in vacating and closing the following: <br /> <br /> All that certain parcel of land, lying and being in the City of Portsmouth, <br />Virginia, and comprising that portion of London Boulevard extending approximately <br />535' east to the southern branch of the Elizabeth River from its intersection <br />with Water Street and having a right of way width of approximately 60 feet." <br /> <br />Ayes: Barnes, Early, Blliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br />- NEW BUSINESS - <br /> <br /> 76-223 L.L. Sullivan, 301% Mt. Vernon Avenue, representing the Port Norfolk Civic <br />League, spoke regarding License Tax Ordifiance - re: rental property (87.1 of License Tax <br />Ord.). <br /> <br /> 76-224 - Mrs. Roland M. Howard, 4407 Deborah Court, representing the Portsmouth Naval <br />Shipyard Museum, spoke regarding Naval Shipyard Museum and presented ~he2foltowing petition <br />signed by 938 signatures: <br /> <br /> "We, the undersigned, favor retention of the present site of the PORTSMOUTH NAVAL <br />SHIPYARD MUSEUM utilizing the current building with the proposed addition and renovation <br />of the present physical facility as submitted by the original local architect. We believe <br />the amount of money spent in study and preliminary plans will be a great savings to the <br />city of Portsmouth. The General Assembly of Virginia has appropriated $120,000 for the <br />purpose of PORTSMOUTH NAVAL SHIPYARD MUSEUM expansion on the present site. The Portsmouth <br />City Council gave their approval on January 8, 1974.- signed by Mrs. J. C. Kaufman and others <br /> <br />76-225 The following letter received from the Planning Commission was presented: <br /> <br /> "At its regutRr monthly meeting on June 1, 1976, the City Planning Commission received <br />the following report from%the Portsmouth Redevelopment and Housing Authority and resolved <br />to recommend approval of the proposals contained therein: <br /> <br />REVISED STANDARDS FOR CO~4UNITY DEVELOPMENT BEING UNDERTAKEN IN THE SOUTHSIDE <br />II AND SOUTHSIDE III PROJECT AR~\S IN THE NEWTOWN NEIGHBORHOOD AREA: The Ports- <br />mouth Redevelopment and Housing Authority has proposed Amendment number 11 to <br />Southside II and Amendment 1 to Southside III which is subject to review by <br />the Planning Commiss&on enroute to City Council for final approval: <br /> <br />A. Permitted Uses: M-1 uses as specified to be substituted for 14 paragraphs <br /> now embodied in the regulations. <br /> <br />Off-Street Parking: One per five (5) rather than four (4) employees which <br />is what our ordinance specifies. <br /> <br />C. Building Location: A forty (40) for setback rather than $0 feet from <br /> Harrison Street and Wythe Street center lines. <br /> <br /> Side yards and rear yards would no longer be required except Where a property abuts <br />a residential zoning district where twenty (20) feet would be required." <br /> <br /> Motion of Mr. Holley and seconded by Mr. Oast, the letter to be receivedras information, <br />was adopted by unanimous vote. <br /> <br /> On motion of Mr. Holley and seconded by Mr. Barnes, the following resolution was adopted <br />and by the following vote: <br /> <br />"A RESOLUTION APPROVING AMENDMENTS TO THE SOUTHSIDE II AND SOUTHSIDE III <br />REDEVELOPMENT PLANS. <br /> <br /> WHEREAS, this Council, by resolutions on December 17, 1974 and February 26, 1976, <br />respectively adopted redevelopment plans for the Southside II and III Redevelopment Projects; <br />and <br /> <br /> WHEREAS, there has been presented to this body for consideration and approval a proposed <br />Amendment No. 2 to the Southside II Redevelopment Plan and proposed Amendment No. 1 to <br />the Southside III Redevelopment Plan, said amendments to effectuate certain minor adjustments <br />to said documents; and <br /> <br /> WHEREAS, said Amendments will facilitate the redevelopment program in these areas; <br />and <br /> <br /> WHEREAS, said amendment has been carefully reviewed and the amended Redevelopment <br />Plans conform to the general plan for development of the City of Portsmouth as a whole; <br />and <br /> <br /> WHEREAS, in the judgment of this Council it is in the interest of the City and its <br />inhabitants that said amendments be approved. <br /> <br /> <br />
