368 <br /> <br />June 8, 1976 <br /> <br /> WHEREAS, a public hearing was held by a joint meeting of Citizens Advisory Committee <br />and the City~ Pl~nn~i~g.Commission on February 3, 1976, pertaining to use of funds from <br />Entitlement VII; and <br /> <br /> WHEREAS, Federal regulations further specify that a copy of each said Planned Use <br />Report be advertised in a newspaper of general circulation within the City of Portsmouth <br />and that the news media within this City and general area be advised of the publication <br />of said Planned Use Report and that said Planned Use Report be made available for public <br />inspection at the City Clerk's Office during normal business hours; and <br /> <br /> WHEREAS, the City Clerk had caused the aforesaid advertisement to be made, the required <br />publicity to be given, and has made the said Planned Use Report available for public inspectio~ <br />in his office during normal business hours. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that it does hereby ratify and adopt the Planned Use Report as attached hereto and the <br />expenditure of funds as detailed in said report for Entitlement Period VII (July 1, 1976 <br />to December 51, 1976), and that said report be forwarded by the City Manager to the Secretary <br />of the Department of the Treasury. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is hereby directed to make the certificatio~ <br />required as specified hereinabove." <br /> <br />Ayes: Barnes, Early, Elliott, Holley, Oust, Wentz, Davis <br />Nays: None <br /> <br /> 76-216 "Consideration of a motion authorizing the City Assessor to abate and the City <br />Treasurer to refund $17.70, with interest, in Real Estate Taxes on property located at 2517 <br />Peach Street known as Map 161, Parcel 52, due to an error on the original plat recorded in <br />the Circuit Court in 1920. <br /> <br />The owner is due a refund based on an error in the assessment." <br /> <br /> Motion of Mr. Holley and seconded bY Mr. Oast, that authorization for refund be granted, <br />~$~h interest, for property located at 2517 Peach Street, was adopted~by unanimous vote. <br /> <br /> 76-217 "Consideration of a motion authorizing the City b~nager to accept an offer by <br />Mr..Carl E. B~wers for the exchange of 0.24 acres of private propemty for 0.124 acres of <br />City-owned property on Elmhurst Lane. <br /> <br /> This property is located near the intersection of Elmhurst Lane and ttyman Street. The <br />bid proposes the .exchange of ajacent property owned by Mr. Bowers with City-owned property in <br />order that the City may eomplete a proposed cul-de-sac adjacent to Elmhurst Lane." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Elliott, that authorization be granted as <br />recommended, was adopted by unanimous vote. <br /> <br /> 76-218 - "Consideration of a motion authorizing the City Manager to review the bid <br />received for the sale of a portion of the land at the Greenwood D~ive pump station, and also <br />request authorization to be permitted to negotiate with the sole bidder in an attempt to bring <br />the sales price more in line with current market value." <br /> <br /> Motion of Mr. Holley and seconded by Mr. Barnes, that authorization be granted as <br />requested, was adopted by unanimous vote. <br /> <br /> 76-219 - "Report from the <br />real estate assessment, bonding <br />by the City Council. <br /> <br />City Manager showing the projections on bonded indebtedness, <br />limit, and projected debt service as previously requested <br /> <br /> This report is a projection based on extending the current funding level for capital <br />projects through the next 5 years." <br /> <br /> Motion of Mr. Oast and seconded by Mr. Elliott, the report to be received as information <br />was adopted by unanimous vote. <br /> <br /> 76-220 - "Consideration of a resolution appointing viewers for closing a portion of Lon- <br />don Boulevard abutting the Seawall Inn property and City-owned property. <br /> <br /> The City of Portsmouth has made application to vacate and close this port~on of <br />Boulevard. This resolution appoints viewers pursuant to State law. The City Manager <br />adoption." <br /> <br />London <br />recommen~ <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following resolution was adopte~ <br />and by the following vote: <br /> <br />'~ RESOLUTION APPOINTING VIE}~RS FOR CLOSING THE FOLLOWING STREET: A PORTION <br />OF LONDON BOULEVARD EXTENDING APPROXIMATELY 335' EAST TO THE SOUTHERN BRANCH <br />OF THE ELIZABETH RIVER FROM ITS INTERSECTION WITtt WATER-STREET AND HAVING <br />A RIGHT OF WAY WIDTH OF APPROXIMATELY 60 PEET. <br /> <br /> WHEREAS, the City of Portsmouth has made application to vacate and close the hereinafter <br />described portion of a certain street, and it appearing that the Notice of the Application <br />and request for appointment of viewers was duly posted May 27, 1976, on the bulletin board <br />of the Circuit Court of the City of Portsmouth, the bulletin board of the City Council <br />Chambers of the City of Portsmouth and the bulletin board of the General District Court, <br />Civil Division, of the City of Portsmouth, Virginia. <br /> <br />S <br /> <br /> <br />
