37O <br /> <br />June 8, 1976 <br /> <br /> 'NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia <br />that Amendment No. 2 to the Redevelopment Plan for the Southside [I Redevelopment Project <br />and Amendment No. 1 to the Redevelopment Plan for the Southside III Redevelopment Project, <br />having been duly reviewed and considered, it is hereby found: <br /> <br /> (a) That the objectives of the Southside II and III Redevelopment Projects can <br />be better achieved by the adoption of these amendments. <br /> <br /> (b) That these amendments for these project areas conform to the general plan for <br />the City of Portsmouth as a whole." <br /> <br />Ayes: Barnes, Early, Ell~ott, Holley, Oast/Wentz, Davis <br />Nays: None <br /> <br /> 76-226 Richard S. Young, Attorney, representing taxicab companies, spoke regarding <br />increase in taxi fares. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Holley, the matter to be referred to the City <br />Manager for an early report, was adopted by unanimo~.~ vote. <br /> <br />76-227 The following rhsignations from Boards/Commissions were presented: <br /> <br />A. P. Johnson, Jr., member of Industrial Development Authority: <br /> <br /> "Please accept this as my resignation from the Portsmouth Industrial Development Authorit' <br />It is necessary that I take this action due to moving my residence to Virginia Beach. <br /> <br /> I have enjoyed serving the City of Portsmouth and trust that I can be of service in the <br />future." <br /> <br /> Mrs. Kathleen S. Erb, member of Mental Health/Mental Retardation Services Board: <br /> <br /> It is with sincere regret that I tender my resignation, fromtthe Port~mmuth Mental Health~ <br />Mental Retardation Services Board, ~ffective immediately. During my appointment tenure I have~ <br />been privileged to participate in the continuous improvement in both the quantity and quality <br />of mental health programming within our city. Our Drug Free Center has developed into a viabl, <br />treatment facility, and can rightfully boast of being the only effective residential treatment <br />center in the area. Respite care servzces have been initiated to assist the families of the <br />developmentally disabled, and the Maryview Community Mental Health Center has been concentrating <br />on the comprehensive service approach necessary to meet the needs of the entire community, to <br />name but a few. The significant progress to date can be attributed to the dynamic and spirite~ <br />leadership of pnmsons such as Mrs. Isabel Brenner and the able and dedicated staff efforts <br />under the direction of Mr. David Norman, Executive Director. <br /> <br /> And yet, despite the visible accomplishments, the most difficult challenge has yet to be <br />addressed: that of securing alternate housing modalities, such as halfway houses, group <br />homes, etc., within the community, to serve the mentally ill and developmentally disabled. <br />The Services Board will be devoting their energies in the futurettoward establishing the hous- <br />ing facilities and the auxiliary services needed to assist the intended residents in becoming <br />productive citizens, to the best of their abilities~ I feel certain that you will continue <br />your enlightened support of such efforts. <br /> <br /> Thank you for your confidence in my ability to contribute to the mandate of such a <br />significant Board. It truly has been my pleasure to serve." <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Elliott, that the resignations, as designated, <br />be accepted and proper resolutions be presented, was adopted by unanimous vote. <br /> <br /> 76-228 - Motion of Mr. Wentz and seconded by Mr. Elliott, to go into the election <br />members to the following Boards and Commission, was adopted by unanimous vote. <br /> <br />Mr. Wentz nominated the following: <br /> <br />of <br /> <br />Board of Architectural Review <br /> <br />Vincent L.
