Jun~...B- 1~76 <br /> <br />City Council for consideration as part of the City's overall comprehensive <br />plan. <br /> <br />(3) <br /> <br />That the Planning Commission be requested to study the need for a special <br />port zoning classification; and that this study be coordinated with the <br />Portsmouth Port and Industrial Commission in order to develop guidelines <br />for administering future port or port-related development. <br /> <br />(4) <br /> <br />The City Council adopt a resolution requesting the Portsmouth Port and <br />Industrial Commission to develop a program of industrial development for <br />the Pinners Point area with assistance from the Industrial Development <br />Authority, the Planning Commission, and the Portsmouth Chamber of Commerce. <br />The program would be designed for the area surrounding the port as outlined <br />in the consultant's report and recommendations presented to City Council <br />for consideration upon completion. <br /> <br />The City Council adopt a resolution requesting the Virginia Port Authority <br />to develop the Portsmouth port as rapidly as possible in concert with private <br />enterprise and the Portsmouth Port and Industrial Commission. <br /> <br /> The only other recommendation of significance which appeared in the report I have already <br />tkken the liberty to include on this agenda. This recommendation concerned the City's <br />divesting itself of the land now owned within the port area and the resolution before <br />you will accomplish this recommendation. <br /> <br /> It is my recommendation that the points outlined above be adopted officially by <br />the City Council in order that we may place the Cresap, McCormick ~ Paget study in a working <br />status as soon as possible. In my opinion, the Portsmouth Marine Terminal is one of the <br />outstanding assets in the City of Portsmouth and the development of satellite or support <br />industry to the port should be explored to the fullest extent possible. The above recommenda- <br />tions will provide the necessary vehicles to put into motion plans for the future development <br />of the Pinners Point area." <br /> <br /> ~go~s~dena~xO~"af::a. re~olutl~n auth~e.~%n~th~%t~:~naga~tO:t~ansfer all Cxty~owned <br />lots in the Port~smaut-kM~rine Terminal bounded by Southern Avenue on the south, Hill Avenue <br />on the west, Pinners Avenue on the mozth, and Pinners Point Seage Treatment Plant on the east <br />to Portsmouth Port and Industrial Commission. <br /> <br /> Based on the report submitted by the consulting firm of Cresap, McCormic ~ Pagett, it is <br />my recommendation that all ~ity-owned lots Within the area designated Portsmouth Marine Termi- <br />nal be transferred to PPIC for $1,000 pMr lot. It is estimated that there are approximately <br />101 lots within the defined area now owned by the City available for transfer to PPIC. A copy <br />~of the City Manager's recommendations on the report preparedbby the consultant is attached <br /> for ~our information. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Early, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONYEY TO THE PORTSMOUTH PORT <br />AND INDUSTRIAL COMMISSION CERTAIN CITY-0WNED PROPERTY WITHIN THE AREA DESIG- <br />NATED AS PORTSMOUTtt MARINE TERMINALS, BOUNDED BY SOUTHERN AVEN~E ON THE SOUTH, <br />HILL AVENUE ON THE WEST, PINNERS AVENUE ON TIlE NORTH AND TIlE PINNERS POINT <br />SE~GB TREATMENT PLANT PROPERTY ON THE EAST. <br /> <br /> WHEREAS, the City of Portsmouth owns approximately 100 lots within the area designated <br />as Portsmouth Marine Terminals; and, <br /> <br /> WHEREAS, said property is no longer needed by the City of Portsmouth and is hereby <br />declared to be surplus; and, <br /> <br /> - WHEREAS, said property is highly adaptable for development and use as a part of the <br />Terminal facilities in the City of Portsmouth by the Portsmouth Port and Industrial Commission <br />and; <br /> <br /> ~BRBAS, Portsmouth Port and Industrial Commission is a political subdivision of <br />the Commonwealth of Virginia, thereby eliminating the necessity for further advertisement <br />of a conveyance of said City-owned property. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City Manager be, and he hereby is, authorized to convey to Portsmouth Port and <br />Industrial Commission certain City-owned property within the area designated as Portsmouth <br />Marine Terminals, bounded by Southern Avenue on the South, Hill Avenue on the West, Pinners <br />Avenue on the North and the Pinners Point Sewage Treatment Plant property on the East. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to <br />complete all transactions and to execute all documents incident to such conveyance." <br /> <br /> Ayes: Barnes, Early, Elliott, Holley, Oast, Wentz, Davis <br /> Nays: None <br /> <br /> Motion of Mr. Oast and seconded by Mr. Barnes, that <br />Item 1 of the City Manager's letter, be deleted. <br /> <br /> Substitute motion of Mr. Holley and seconded by Mr. <br />conference, was adopted by unanimous vote. <br /> <br />the word "officially", as shown in <br />Early, the matter be deferred to a <br /> <br /> <br />
