<br /> 76-210 - "Consideration of an ordinance on first reading to appropriate $90,000 from the
<br />City Garage Fund for vehicle liability insurance premiums.
<br />
<br /> The City's vehicle liability insurance coverage is retrospectively rated based on experi-
<br />ence. The experience for the year ended April 30, 1976, has resulted mn an increase in
<br />premium due in the amount of apprGximately $60,000. Based on the retrospective increase,
<br />the projected preaCh for the year beginning May 1, 1976, has also been increased, bringing
<br />the total for all City vehimles to $212,000. The City garage pays the premium on approximate]
<br />78% of vehicles in the City and this additional appropriation of $90,000 is required from the
<br />unappropriated surplus in order to p~y the premium due prior to June 30, 1976. The City
<br />Manager recommends adoption on first reading."

<br /> On motion of Mr. Early and seconded' by Mr. Elliott, the following ordinance was approved

<br /> 76-211 "Consideration of an ordinance to close a triangular portion of Armstrong
<br />Street approximately 270 feet north of Leckie Street.
<br />
<br /> Portsmouth Redevelopment and Housing Authority petitioned for this closing. A resolutio~
<br />was adopted on May 11, 1976, appointing ~%~viewers. The viewers' report stated unanimously
<br />that no inconvenience either to the public or to any adjacent property owners or to any other
<br />interested parties would result. A copy of the viewers' report and a sketch of the proposed
<br />closure is attached. The City Manager recommends adoption."

<br /> On motion of Mr. Earl)- and seconded by Mr. Blliott, the following ordinance was adopted
<br />on first and final reading, and by the following vote:

<br />"AN ORDINANCE TO CLOSE A TRIANGULAR PORTION OF ARMSTRONG STREET APPROXIBiATELY

<br /> 76-212 "Consideration of a resolution supporting the amendments to the Water Pollution
<br />Control Act, HR 9560, now before the U. S. Congress.
<br />
<br /> This resolution supports the extension of the deadline to provide secondary wastewater
<br />treatment for meeting water quality standards and the authorization of $5 billion for fiscal
<br />1976-77 and $6 billion for fical year 1978-79 for wastewater treatment construction gr~nts.

<br />for the City of Portsmouth to comply with the July 1, 1077 deadline to meet secondary treat-

<br /> On motion of Mr. Oast and seconded by Mr. Elliott, the foll~wi~gresolution was adopted,
<br />and by the following vote:

<br />"A RESOLUTION URGING THE CONGRESS OF THE UNITED STATES TO ADOPT H.R.gS60,
<br />AMENDMENTS TO THE WATER POLLUTION CONTROL ACT.
<br />
<br /> WHEREAS, the Congress of the United States is to begin consideration on June 2, 1976,
<br />of amendments to the Water Pollution Control Act designated as H.R. 9560; and,
<br />
<br /> W}tEREAS, the City of Portsmouth is directly affected by provisions of said amendments
<br />providing for construction grants for wastewater treatment works and extensions of the
<br />deadline for meeting water quality standards; and,
<br />
<br /> WHEREAS, the City of Portsmouth will also be affected by the provisions of said amendm
<br />ments relating to the funding of area-wide waste treatment management planning programs.
<br />
<br /> NOW, THBREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the Congress of the United States is urged to adopt the amendments to the Water Pollutio
<br />Control Act embodied in H.R. 9S60.
<br />
<br /> BE IT FURTHER RESOLVED that the City Clerk be, and he hereby is, instructed to forward
<br />a copy of this Resolution to each member of the Virginia Delegation to the Congress of
<br />the United States."

<br /> 76-215 - "Members of the Council have previously been furnished a copy of the report
<br />entitled "A Study of the Portsmouth Port" prepared by Cresap, McCormick & Paget, Inc.
<br />After reviewing the report in detail there are a few items which I would like to recommend
<br />to the City Council for official action. The items that I would like to bring to your
<br />attention and request that they either be referred for action or authorized for action
<br />are as follows:

<br />The report be officially referred to the Planning Commission
<br />for use as a reference document for future planning considerations
<br />related to port development in the Pinners Point area.
