We have <br /> received to date S1,074,000~ In order to maintain the level of Title VI funding, an additiona <br /> appropriation of $225,000 is required. I am requesting that this appropriation be handled as <br /> an emergency item and that the effective date for tie ordinance coincide with the date of th~ <br /> second reading. It is necessary to approprIate' fund~ r~quired for the 1976-77 fiscal year at this <br />time. In addition, the amendment includes the authorization to <br />install what is commonly referred to as a "fast meter", which permits the meter to continue <br />to run while the taxi is stopped or traveling at less than 12 miles per hour. Due to the <br />large amount of stop and go driving in the downtown area in an urban city the fast meter <br />rate proviRes more equity in the charges for taxi fares. Taxi cab rates have not been changed <br />in the City of Portsmouth since July 1, 1974. The City Manager recommends adoption." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Early, to adopt the ordinance on first and <br />final reading. <br /> <br /> Substitute motion of Mr. Oast and seconded by Mr. Early, the ordinance to be deferred <br />until a report is received regarding safety shields, was adopted by unanimous vote. <br /> <br /> 76-241 "Consideration of an ordinance closing (1) a portion of Meander Road, (2) a <br />portion of Glasgow Street, '(3) a portion of Lombard Street (4) a portion of Queen Street; <br />and (5) a portion of Kirn Avenue. ' <br /> <br /> This ordinance will close a portion of Meander Road from the Norfolk 8 Portsmouth Belt <br />Line Railroad north of its terminus near London Blvd.; a portion of Glasgow Street from the <br />Norfolk & Portsmouth Belt Line Railroad west to its terminus near Kirn Avenue and <br />vard;-a portion of Lomba~d&S~reet from Kirn Avenue eas~ approximately 260 feet and from Kirn <br />Avenue west approximately 420 feet; a portion of Queen Street from Virginia Avenue west <br />its intersection with Mt. Vernon Avenue; and a portion of Kirn Avenue from High Street nor'th <br />to its intersection with London Boulevard. PRHA petitioned to vacate and close said streets. <br />City Council adopted resolution on May 25, 1976. appointing viewers. A copy of their report <br />is attached.
