386 <br /> <br />July 13, 1976 <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> "AN ORDINANCE TO APPROPRIATE $49,990 FROM THE FEDERAL GRANTS FUND FOR A WATER PATROL <br /> PROGRAM AND A POLICE TRAINING PROGRAM WITHIN THE POLICE DEPARTMENT." <br /> 76-267 "Consideration of an ordinance on first reading to appropriate $35,984 from the <br />Federal Grants Fund for a'General District Cnurt security system; Jail ~4anagement Analyst; <br />and a WitneSs-Victim Program within the Commonwealth Attorney's office. <br /> This appropriation will provide ~762 for the General District Court security system; <br />$17,222 for a Jail Management Analyst for administration and planning assistance in the <br />Sheriff's department and $18,000 for the Witness/Victim Program within the Commonwealth <br />Attorney's office. Of the total approprlatzo , there are $1,798 of local cask match required <br />for the three programs which have keen included in the General Operating Budget for 1976-77. <br />The City Manager recommends adoption on first reading." <br /> On motion of Mr. Early and seconded by Mr. Wentz, the following ordinance was approved <br /> on first reading, and by unanimous vote: <br /> "AN OREINANCE TO APPROPRIATE $35,984 FROM THE FEDERAL GRANTS FUND FOR A GENERAL <br /> DISTRICT COURT SECURITY SYSTEM; JAIL MANAGEMENT ANALYST; AND A WITNESS-VICTIM <br /> PROGRAM WITH THE COMMONWEALTH ATTORNEY'S OFFICE ~" <br /> '76-268 "Consideration of an ordinance on first reading to appropriate $60,200 from the <br /> Capital Improvement 'Fund for sewer extensions on Linda Road, Airline Boulevard, Victor)- Boule- <br /> vard, and repair and replacement of broken water main at Wellons Street in Suffolk. <br /> This appropriation will provide $41,000 for sewer extensions on Linda Road, Airline Boule <br /> yard, and Victory Boulevard in accordance with the miscellaneous capital additions included in <br /> the Capital Improvement Budget for 1976-77; Also, this appropriation will provide $19,200 for <br /> the repair and replacement of a broken water main under the Norfolk and Western Railroad at <br /> Wellons Street 'in Suffolk. The City Manager recommends adoption 'on first reading.' <br /> On motion of Mr. Elliott and seconded by Mr. Wentz, the following ordinance was approved <br /> on first reading, and by unanimous vote: <br /> <br /> 76-269 "Consideration of an ordinance on first reading to appropriate $1,016,940 from <br /> the General Revenue Sharing Trust Fund in the Operations Category of Public Safety 'and Re- <br /> creation, and in the Capital CategOry of Social Services/Aged or the Poor, and Multi-Purpose <br /> Equipment. <br /> This appropriation provides $890,000 in revenue to the General Fund and $75,000 to the <br /> City Garage Fund which were approved as operating revenues in the 1976-77 budgets. Also in- <br /> cluded in this appropriation is $39,340 in the Operations Category for Recreation for tennis <br /> court maintenance and catch-up maintenance and $12,600 for repairs to the Portsmouth Day Care <br /> .Center. The latter two items were priority recommendations from the Plannisg Commission and <br /> the C.A.C. and included as part of the Planned Use Report for Revenue Sharing for .1976-77. <br /> T~e City Manager recommends adoption on first reading. <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Early, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $1,016,940 FROM THE GENERAL REVENUE SHARING ~RUST FUND <br /> IN OPERATION CATEGORIES-PUBLIC SAFETY AND RECREATION AND IN THE CAPITAL CATEGORIES OF <br /> SOCIAl SERVICES~AGED OR THE POOR AND MULTI=PURPOSE EQUIPMENT." <br /> 7~270 -'"Consideration of an ordinance on first reading to appropriate $39,340 in the <br />General Fund for tennis court and catch-up maintenance programs. <br /> T~is is a companion to the previous appropriation appropriating the operating funds for <br />Recreation in the General Fund. The 890,000 and $75,000 have previously been apFropriated <br />as part of the operating budget and do n~t require an additional appropriation. The City <br />Manager recommends adoption on first reading. <br /> On motion of Mr. Barnes and seconded by Mr. Wentz, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $39,340 FROM THE GENERAl FUND FOR TENNIS COURTS <br /> AND CATCHUP MAINTENANCE PROGRAM." <br /> <br /> 76-271 "Consideration of an ordinance on first reading to appropriate $12,600 in the <br />Capital Improvement Fund for the repa&rs and improvements to the Portsmouth Day Care Center. <br /> T~is is also a companion appropriation appropriating the funds previously authorized <br />from the General Revenue Sharing'Trust Fund in the Capital IwrproYement Fund. The City Manager <br />recommends adopt~nn on first reading. <br /> <br /> <br />
