<br /> The following reports from the City Manager were presented:

<br /> ?6-263 "Consideration of an ordinance on first reading to appropriate $13,000 in the
<br />Capital Improvement Fund for bond issue expense for the proposed $10 million bond issue.
<br />
<br /> The actual expenditures for the last bond issue in December, 1973, were ~12,186. Based
<br />on t. his,'it is estimated that approximately glS,000 will be required in expenses to be in-
<br />curred relative to the $10 million general obligation bond issue to be sold and dated August 1
<br />1976. The City Manager recommends adoption on first reading."

<br /> On motion of Mr. Elliott and seconded by Mr. Holley, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br /> "AN ORDINANCE TO APPROPRIATE $15,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br /> BOND ISSUE EXPENSES FOR THE PROPOSED ~10~000,000 GENERAL OBLIGATION BOND ISSUE."

<br /> 76-264 "Consideration of an ordinance on first reaging2~oaappropri.ate $37,600 in the
<br />Federal Grants Fund for the continuation of the Po2tsmouth Comprehensive Planning and Manage-
<br />ment Program.
<br />
<br /> This appropriation will provide the necessary'funds to cont{~ue the-~Co~prehensive Plan-
<br />ning and Management~Program within the Office of Economic Analysis and Information. This
<br />program has as its major purpose the coordination of the operational~ planning and management
<br />functions of the City Government. The total cost of the program is $101,350 with $S?,600
<br />provided by the Department of Housing and Urban Development and $43,930 provided through loc&l
<br />in-kin~ services which includes $10,000 local cash match. The City Manager recommends adoptio:

<br />"AN ORDINANCE TO APPROPRIATE $57,600 FROM THE FEDERAL GRANTS FUND FOR THE
<br />CONTINUATION OF THE PORTSMOUTH COMPREHENSIVE PLANNING AND MANAGEMENT PROGRAM."
<br />
<br /> 76-2~5 "Consideration of an ordinance on first reading to appropriate $242,374 from
<br />the Federal Grants Fund for the second-year operation of the Portsmouth/Suffolk Alcohol Safety
<br />Action Program.
<br />
<br /> This appropriation will provide funding for ~he second year of operation of the Portsmout
<br />Suffolk ASAP. This program is a cooperative effort by law enforcement, the judiciary, public
<br />health department, education from the public school systems and local community colleges to
<br />decrease the incidence of drinking and driving. The City Manager recommends adoption on first
<br />reading."

<br /> On motion of Mr. Early and seconded by Mr. HolleF, the following ordinance was a~proved
<br />on first reading, and by unanimous vote:

<br />"AN ORDINANCE TO APPROPRIATE $242,374 FROM THE FEDERAL GRANTS FUND FOR THE SECOND
<br />YEAR OPERATION OF THE PORTSMOUTH/SUFFOLK ALCOHOL SAFETY ACTION PROGRAM."
<br />
<br /> 76-266 - "Consideration of an ordinance on first reRd~ng to appropriate $49,990 from the
<br />Federal Grants Fund for a Water Patrol Program and Training Program within the Police Depart-
<br />ment.
<br />
<br /> This appropriation will provide the necessary funds for the establishment of a Water
<br />Patrol Program in the amount of $34,990 and Police Training Programs in the amount of ~lS,000.
<br />The Water Patrol Program will pro¥ide for an investigative and patrol capability on the water-
<br />ways within the City of Portsmouth. Of the total appropriation of gS~,990, there are $1,750
<br />of local cash match which has previously been included in the General Operating Bmdget~ The
<br />training program will pro%~%~especialized training schools for the Police Department with
<br />$14,250 of Federal funding and ~750 in required local cash match. T~is has also been in the
<br />General Operating Budget. The City Manager recommends adoption on first reading."
