July 27, 1976 <br /> <br /> On motion of Mr. Barnes, and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPRDPRIATE $1,090,000 FROM THE CAPITAL IMPROVEMENT FHND FOR THE <br /> CONSTRUCTION OF IMPROVEMENTS TO THE INTERSECTION OF AIRLINE BOULEVARD AND VICTORY <br /> BOULEVARD AND THE CONSTRUCTION OF SANITARY SEWERS, MANHOLES AND A PUMPING STATION." <br /> 76-299 - "Consideration of an ordinance on first reading to apprgpriate $22,222 from <br />the Federal Grants Fund for the Fingerprint Access and Searching Technique (FAST~System <br />within the Police Department. <br /> <br /> This appropriation will provide the necessary funds to enable the Police Department to <br />interface with the City of Norfolk's FAST system to provde a rapid, automated fingerprint <br />identification system. Of the total appropriation, $21,111 represents federal funds and <br />$1,111 represents the required local cash match. The City Manager recommends adoption on firs <br />reading.' <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approve~ <br />on first reading, and by unanimous vete: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $22,222 FROM THE FEDERAL GRANTS FUND FOR THE <br /> FINGERPRINT ACCESS AND SEARCHING TECHNIQUE (FAST) SYSTEM WITHIN THE POLICE <br /> DEPARTMENT." <br /> <br /> 76-300 - "Consideration of an ordinance on first reading to approFriate $65,625 from the <br />Federal Grants Fund for the Economic Development Division within the Office of Economic <br />Analysis and Information. <br /> <br /> This appropriation will provide the necessary funds to continue the Economic Development <br />Division. The grant~.~ro~ides a planning and coordinating function which establishes and main-I <br />tains linkages between economic development planning, capital/fiscal planning and human ser- <br />vices and community development and planning. The grant also provides for the evaluation and <br />monitoring of the implementation of an overall economic development program. Of the total <br />appropriation, $S6,2S0 represents federal funding and $9,37S represents the required local <br />cash match. In addition to the cash match, an additional ~9.37S in-kind will be contributed <br />by the City. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was a~pFS~4 <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $65,6~5 FR~M THE FEDERAL GRANTS FUND FOR THE ECONOMIC <br />DEVELOPMENT DIVISION WITHIN THE O~FICE OF ECONOMIC ANALYSIS AND INFORMATION" <br /> <br /> 76-301 - "Consideration of an ordinance to amend the City Code to permit public fire <br />hydrants to be used for other municipal uses with approval of the City Manager or his designee. <br /> <br /> This amendment will permit the City to use water from fire hydrants for recreation <br />equipment, filling of water trucks for construction sprinkling, street sweepers, and other items <br />which may be appropriate from time to time. The City Manager recommends adoption." <br /> <br /> On motion of M~. Barnes and seconded by Mr. Elliott, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING TFLE CITY I~tNAGER TO CONVEY CITY-OWNED <br />LOCATED IN THE CO~NITY DEVELOPMENT PROJECT AREA DESIGNATED AS <br />III TO PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY. <br /> <br />PROPERTY <br />SOUTHSIDB <br /> <br /> WHEREAS, the City of Portsmouth owns certain hereinafter described parcels of property; <br />and <br /> <br /> WHEREAS, certain parcels are no longer needed by the City of Portsmouth and are hereby <br />declared surplus property; and <br /> <br /> WHEREAS, such parcels are located in the Community Development Project Area designated <br />as Southside III; and <br /> <br /> <br />
