<br />The City Manager presented the followigg reports:
<br />
<br /> 76-295 - "Consideration of an ordinance on first reading to appropriate $78,000~from the
<br />Capital Improvement Fund for the purchase of a lightship from the City of Hampton.
<br />
<br /> This appropriation will provide the necessary funds to reimburse the City of Hampton
<br />for improvements such as heating, air conditioning, re-wiring, construction of exhibit space,
<br />etc., performed by tke. m on the subject lightship. All repairs and alterations were completed
<br />in 1970 with an estimated useful life of 20 years~ The total cost of all improvements was
<br />$112,432. In using a depreciation rate of 5% and.elminating the cost of dredging which we are
<br />not purchasing, the total cost for the lightship mmprovements is $63,000. Application has
<br />been made to the Coast Guard for the redonation of the lightship to the City of Portsmouth.
<br />The balance of the funds in this appropriation will be used for securing and towing the vessel
<br />to its~mporJf~ mooring. The City Manager recommends approval on first reading."

<br /> On motion of Mr. Early and seconded by Mr. Elliott, the following ordinance was approved
<br />on first reading, and by 6-2 (Holley-nay) vote:

<br />THE PURCHASE OF A LIGHTSHIP FROM THE CITY OF HAMPTON, VIRGINIA."

<br />- "Consideration of an ordinance on first reading to appropriate $57,000 from thet
<br />for the additibnal positions authorized by the Cmmpensation Board for the City
<br />
<br /> This ordinance will appropriate the ~57,000 needed in State funding for the additional
<br />positions authorized by the Compensation Board. The City's matching share, $22,000, will be
<br />transferred from the Emergency Contingency ACcount to the Sheriff's Budget as a local match
<br />for eight (8) additional correctional officers, over and above the current auths~i~ed strength,.
<br />Since an appropriation ordinance requires two (2) readings, I am reporting the fact that the
<br />$22,000 will be transferred from the Emergency Contingency Account concurrent with approval on
<br />second reading of the State funds for the additional correctional officers. The City Manager
<br />recommends adoption on first reading.'

<br />POSITIONS AUTHORIZED BY THE COMPENSATION BOARD FOR THE CITY OF PORTSMOUTH

<br /> 76-297 'Consideration of an ordinance on first reading to appropriate $1,020,000 from
<br />the General Revenue Sharing Trust Fund in the category of Capital Expenditures for drainage,
<br />curbs & gutters, and street improvements.
<br />
<br /> This appropriation will provide the neeessary funds to construct the improvements for
<br />the intersection of Airline Boulevard and Victory Boulevard, including drainage improvements
<br />on Chowan Drive and Cherokee Road. This project was approved and adopted ~s part of the
<br />Planned Use Report for Entitlement IV of General Revenue Sharing. $750..000 of this appropri-
<br />ation was earmarked at that time for this project. The additional $270,000 will be funded
<br />from Entitlement VII. The improvements outlined in this project include drainage, 72 inch
<br />pipe in some areas; curbs & gutters; the relocation and realignment of Victory for future con~
<br />nection with Portsmouth Boulevard. Also included is the tying in of the drainage on Chowan
<br />Drive from Cherokee Road to Airline Boulevard and upgrading and improvements to the streets.
<br />The City Manager recommends adoption on first reading."

<br /> On motion of Mr. Early and seconded by Mr. Barnes, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br />"AN ORDINANCE TO APPROPRIATE $1,020,000 FROM THE GENERAL REVENUE SHARING TRUST
<br />FUND IN THE CATEGORY OF CAPITAL EXPENDITURES FOR DRAINAGE, CURB AND GUTTER, AND
<br />STREET IMPROVEMENTS."

<br /> 76-298 "Consideration of an ordinance on first reading to appropriate $1,090,000
<br />from the Capital Improvement Fund for the construction of improvements to the intersection of
<br />Airline Boulevard and Victory Boulevard and the construction of sanitary sewer lines, manholes~,
<br />and a pumping station.
<br />
<br /> This appropriation is a companion to the previous ordinance appropriating the funds in
<br />the Capital Improvemenz Fund previously authorized from the Revnue Sharing Trust Fund. This
<br />appropriation is $70,000 more which covers the installation of the sewer lines, manholes,
<br />and pumping station which will ~e funded from the unallocated Utility Bond proceeds. The Git'
<br />Manager recommends adoption on first reading."
