<br />CONSTRUCTION OF DRAINAGE IMPROVEMENTS TO LECKIE STREET, WILLIAMS STREE~T,
<br />BUTLER STREET, HOLLADAY STREET AND ELM AVENUE.

<br /> 76-323 "Consideration of an ordinance on first reading to appropriate $82,000 from the
<br />General Revenue Sharing Trust Fund in the category of Capital Improvements - street and high-
<br />way construction for Leckie Street Bridge repairs.
<br />
<br /> This appropriation-will furnish an additional $82,000 inc~evenue Sharing funds original-
<br />ly earmarked for repairs to the Leckie Street Bridge to the Capital Improvement Fund as a
<br />partial funding of the project. The 197S~76 Capital Improvement Program earmarked $92,000
<br />of Revenue Sharing funds, Entitlement VI for improvements and repairs to the Leckie Street
<br />Bridge. $10,000 additional engineering fees have previously been appropriated. This ordi-
<br />nance appropriates the balance. The City Manager recommends adoption on first reading."

<br /> 76-524 "Consideration of an ordinance on first re~ding to appropriate $172,000 from
<br />the Capital Improvement Fund for the repair and improvements to the Leckie Street B~idge.

<br /> Bids were received on August 3, with W. F. Magann submitting the low bid of $148,919.
<br />The total appropriation will be funded as follows:
<br />
<br />$82,000 Revenue Sharing
<br />$90,000 General Obligation Bonds
<br />
<br /> The Capital Improvement Program for 1976-7~ earmarked g60,000 for the improvements to
<br />the Leckie Street Bridge. In Order to fund the additional $$0,000, the project for redesign
<br />of Effingham and London will be delayed until next year or until Revenue Sharing funds are
<br />reenacted. The $30,000 previously allocated for this project are included in this appropriati

<br />Capital Improvement Fund for the purchase of five parcels of'land in the Olde Towne Redevelop-
<br />ment and Conservation Project.

<br /> This appropriation will provide the necessary funds to purchase the land required to com-
<br />plete development of parks and parking lots as originally committed in the Olde Towne Redevelop-
<br />ment and ConserMation Project. The Capital Improvement Program for 1976-77 has scheduled
<br />$230,000 for parking lots; parks and drainage. This appropriation is included as part of
<br />that program. The City Manager recommends adoption on first reading."

<br /> 76~326 - "Consideration of an ordinance to amend the City Code of the ~ity of Portsmouth,
<br />1973, by adding Chapter 32, Article 6 pertaining to permits for transportatmon of materials on
<br />public'streets.
<br />
<br /> This amendment will authorize the City Manager to designate certain streets, highways,
<br />etc., within the City as haul roads for the purpose of transporting top soil, subsoil, sand,
<br />and gravel, or any combination from locations within or outside the City limits. This ordi-
<br />nance also will require a permit and bonding to be obtained by the hauler. This ordinance
<br />will only be applicable to volumehaulers, who are involved in hauling for purposes of mabor
<br />congtruction projects such as approaches to bridges, highways, etc. The City Manager recom-
<br />mends
