August 10, 1976 <br /> <br /> On motion of Mr. Wentz and seconded by Mr. ~Elliott, the ordinance was adopted, and by the <br />following ~te: <br /> <br />Ayes: Barnes, Early, Elliott, Oast, Wentz, Davis <br />Nays: None <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Oast, to award low bids as outlined by the <br />City Manager; Portsmouth Concrete, Inc., $612,598.96; Lone Star Industries, $156,055.14; <br />LynchburyFoundry, $6,948.78, and was adopted by unanimous vote. <br /> <br /> 76-299 The following ordinance approved on first reading at the regular meeting of <br />July 27, 1976, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $22,222 FROM THE FEDERAL GRANTS FUND FOR THE <br />FINGERPRINT ACCESS AND SEARCHING TECHNIQUE CFAST) SYSTEM WITHIN THE POLICE <br />DEPARTMENT." <br /> <br /> On motion of Mr. Wentz and seconded by Mr. Elliott, the ordinance was adopted, <br />following vote: <br /> <br />Ayes: '~nes, Early, Elliott, Oast, Wentz, Davis <br />Nays: None <br /> <br />and by the <br /> <br /> 76-300 The following ordinance approved on first reading at the regular meeting of <br />July 27, 1976, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $6S,625 FROM THE FEDERAL GRANTS FUND FOR THE <br />EOONOMIC DEVELOPMENT DIVISION WITHIN THE OFFICE OF ECONOMIC ANALYSISAND <br />INFORMATION." <br /> <br /> On motion of Mr. Wentz and seconded byMr. Early, the ordinance was adop%~ed; and by the <br />following vote: <br /> <br />Ayes: Barnes, Early, Elliott, Oast, Wentz, Davis <br />Nays: None <br /> <br />The City Manager presented the following reports: <br /> <br /> 76-320 - "Consideration of an ordinance on first reading to appropriate $44,132.55 from <br />the General Fund for multi-purpose and general government equipment. <br /> <br /> This ordinance is a reappropriation of the Revenue Sharing funds which were appropriated <br />during fiscR1 year 1976 for this purpose and had not been expended but were committed on June <br />30, 1976. This appropriation is necessary because the General Fund appropriation ~xpires with <br />the closing of the books on June 30; however, the Revenue Sharing Trust Fund does not close on <br />a fiscal year basis but is reported on such basis. Therefore, a companion appropriation is not <br />required. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and secnnded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $44,132.55 FROM THE GENERAL FUND FOR MULTI-PURPOSE <br />AND GENERAL GOVERNMENT EQUIPMENT." <br /> <br /> 76-321 "Consideration of an ordinance on first reading to appropriate g13,768 from the <br />General Fund for the purchase of fiberglass seat covers for bleachers at Frank Lawrence Stadium <br /> <br /> The funds for this appropriation are being provided from the revenue generated from the <br />rental of the stadium for the recent rock concert. In order to utilize the stadium for this <br />Fall's football season, it is necessary that maintenance in the form of fiberglass seat covers <br />be performed on bleachers which are in deterioration condition. The Parks and Recreation <br />Commission has recommended this expenditure of funds as a maintenance item for the stadium. It <br />was discussed with the Stadium Committee and they concurred that it is a maintenance item and <br />would not impact on their study into the future of the stadium. The City Manager recommends <br />adoption on first reading." <br /> <br /> On mot&on of Mr. Barn~s and seconded by Mr. Elliott, the following ordinance was, approved <br />on first reading, and by unanimous vote: <br /> <br />"AN:ORDINANCE TO APPROPRIATE $13,768 FROM THE GENERAL FUND FOR THE PURCHASE OF <br />FIBERGLASS SEAT COVERS FOR BLEACHERS IN FRANK LAWRENCE STADIUM." <br /> <br /> 76~322 - "Consideration of An ordinance on first reading to appropriate $40,000 from the <br />Capital Improvement Fund for the construction of drainage improvements to Leckie Street, <br />Williams Street, Butler Street, Holladay Street and Elm Avenue. <br /> <br /> This apUropriation will fund public improvements committed to by the City as their one <br />third share ~n the Park View Redevelopment and Conservation Project. This project completes the~ <br />City's one third share committed to Park View as requi~ed by the original cooperative agreement <br />between the City and the Portsmouth Redevelopment and Housing Authority. There is $40,000 in <br />the Capital Improvement Program earmarked for Park View improvements for 1976-77. The City <br />Manager recommends adoption on first reading. <br /> <br /> <br />
