<br />At a regular meeting of the City Council held on August 10, 1976, there were present:
<br />
<br />Richard J. Davis, Jack P. Barnes, E. Saunders Early, Jr., Archie Elliott, Jr,,
<br />Edward L. Oast, Jr., Robert W, Wentz, Jr., R. T. Williams, City Manager,
<br />Gordon B. Taytoe, Jr., City Attorney.

<br />Absent: James W. Holley, III
<br />
<br /> Rabbi Ned J. Soltz, Temple Sinai, opened the meeting with prayer, followed by the Pledge
<br />of Allegiance to the Flag.
<br />
<br />Mayor D:a~{§ welcomed all visitors in attendance.
<br />
<br /> Motion of Mr, Wentz and seconded by Mr. Oast, minutes of the called meeting of July 27,
<br />1976; minutes of the regular meeting of July 27, 1976; minutes of the called meeting of July
<br />29, 1976, to be approved as received, was adopted by unanimous vote.
<br />
<br /> 76-317 - Mayor Davis presented to Miss Sandy Brandon, "Miss Black Portsmouth" and Second
<br />Runner-up "Miss Black Virginia", Key to the City and an All-America City memento.
<br />
<br /> 76-318 - Certificates of Appreciation were presented to the following former m~m~rs of
<br />Boards/Commissions commending them for their services:
<br />
<br />Mrs. Kathleen Erb and John F. Morris
<br />
<br />~incent T. Cherry
<br />Russell F. Gallette
<br />
<br />- Mental Health/Mental Retardation
<br /> Services Board
<br />- Municipal Finance Commission
<br />- Planning Commission
<br />
<br /> Messrs. Morris, Cherry and Gallette were present to receive their awards from Mayor
<br />Davis.

<br /> 76-319 -k~ayor Davis presented Resolution of Commendation to Mrs. Delores D. Briggs for
<br />being the recipient of the First National Distinguished Service Award for 1976 by the National
<br />Housing Center, Washington, D. C.

<br /> 76-295 The following ordinance approved on first reading at the regular meeting of
<br />July 27, 1976, was taken up and read:
<br />
<br />"AN ORDINANCE TO APPROPRIATE g78,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />THE PURCHASE OF A LIGHTSHIP FROM THE CITY OF HAMPTON, VIRGINIA."
<br />
<br /> On motion of Mr. Wentz and seconded by Mr. Early, the ordinance was adopted, and by the
<br />following vote:

<br /> 76-296 - The following ordinance approved on first reading at the regular meeting of
<br />July 27, 1976, was taken up and read:

<br /> "AN ORDINANCE TO APPROPRIATE $57,000 FROM THE GENERAL FUND FOR ADDITIONAL
<br /> POSITIONS AUTHORIZED BY THE COMPENSATION BOARD FOR THE CITY OF PORTSMOUTH
<br /> JAIL."

<br /> On motin of Mr. Wentz and seconded by Mr. Elliott, the ordinance was adopted, and by the

<br />"AN ORDINANCE TO APPROPRIATE $1,090,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />THE CONSTRUCTION OF IMPROVEMENTS TO THE INTRRSECTION OF AIRLINE BOULEVARD AND
<br />VICTORY BOULEVARD AND THE CONSTRUCTION OF SANITARY SEWERS, MANHOLES AND A
<br />PUMPING STATION."
