August 24, 1976 <br /> <br /> This appropriation will provide $25,000 for the purchase of 1.25 acres of land with build- <br />ing contiguous to the City owned property at the Public Works Compound. The additional funds <br />in this appropriation will provide for grounds improvements to include crushed stone, lights, <br />fencing, etc., for ~he creation of the new Abandoned Automobile Storage Compound. Attached <br />for your information is a 'letter from the engineering firm currently designing the Regional <br />Solid Waste Facility indicating that the relocation cost has been included as an anticipated <br />reimbursement to the City of Portsmouth. The City Manager recommends adoption on first <br />reading." <br /> <br /> On motion of Mr. Early and seconded by Mr. Wentz, the following ordinance was approved <br />on first reading, and by 5-1 (Holley-nay) vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $40,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />RELOCATION COSTS OF THE ABANDONED AUTOMOBILE STORAGE COMPOUND." <br /> <br />76-345 ~ "Consideration of an o~dinance renaming a portion of the following streets: <br /> <br />(1) A portion of County Street renamed Watson Street. <br />(2) A portion of Whitson Street renamed Romanesque Street. <br /> <br /> This ordinance would rename County Street to Watson Street which would be extended west- <br />ward to include all of County Street to its intersection with Potomac Avenue. Also, Romanesqu~ <br />Street would be extended to Belle Street to include what is now Whitson Street between Belle <br />and County Streets. A copy of the letter from the Mount Hermon Civic League indicating their <br />concurrence with the above recommended changes is attached for your information. The City <br />Manager recommends adoption." <br /> <br /> On motion of Mr. ~arly and seconded by Mr. Elliott, the following ordinance was a'dopted <br />on first a~d~fin~l~reading,. ~nd by~he~following vote: <br /> <br />"AN ORDINANCE CHANGING THE NAME OF COUNTY STREET FROM ITS INTERSECTION OF WATSON <br />STREET TO THE INTERSECTION OF POTOMAC AVENUE TO WATSON STREET; WHITSON STREET <br />BETWEEN BELLE AND HICKORY STREETS TO ROMANESQUE STREET." <br /> <br />Ayes: Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 76-346 - "Consideration of an ordinance amending the City Code to grant concession rights, <br />upon applica%ion, to any organization receiving authori~zation for use of the stadium. <br /> <br /> This ordinance will permit, upon application, the granting of concession rights to organi- <br />sations and activities who through lease, rental, or other methods have been authorized use of <br />the stadium. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Elliott, and seconded by Mr. Wentz, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO REPEAL SECTION 24-116 CODE OF THE CITY OF PORTSMOUTH, VIRGINIA <br />AND TO AMEND SECTIONS 24-115, 24-117 AND 24-120 OF THE CODE OF THE CITY OF PORTS- <br />MOUTH, VIRGINIA, PERTAINING TO PORTSMOUTH STADIUM.~" <br /> <br /> Ayes: Early, Elliott, Oast, Wentz, Davis <br /> Nays: Holley <br /> 76-347 - "Consideration of an ordinance amending the <br />rebates for water and sewer charges. <br /> <br />City Code <br /> <br />concerning discretionary <br /> <br /> This section of the City Code establishes the procedure for handling discretionary rebates <br />in the cases where water is lost thro.ugh leaks or damaged lines on the customer's premises. <br />Since this ordinance was amended in 1972, water and sewer rates have increased substantially an <br />it is not uncommon to deserve an adjustment in excess of the $250 limit presently established. <br />This amendment will permit discretionary rebates for that amount in excess of the average <br />quarterly bill for the las~three quarters; or, the average monthly bill for the last three <br />months. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Early and seconded by Mr. Elli0tt, the following ordinances was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />BY AMENDING SECTION 38-35 THEREOF PERTAINING TO DISCRETIONARY REBATE OF CHARGES <br />FOR WASTE." <br /> <br />Ayes: Early, Elliott, Holley, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 76~348 "Consideration of an ordinance closing a portion of King Street bounded on the <br />east by'Hamilton Avenue and on the west by Airline Boulevard. (S-76-22) <br /> <br /> The City of Portsmouth made application to vacate a portion of King Street. The viewers <br />have reported, in writing, that in their opinion no inconvenience would result from the closing <br />and discontinuance of said street. A copy of the viewers report and a map of the street to be <br />closed is attahced. The City Manager recommends adoption." <br /> <br /> <br />
