September 28, 1976 <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Wentz, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE <br />IMPROVEMENTS AND OPERATIONAL <br />PARK FOR THE HANDICAPPED." <br /> <br />$21,500 FROM THE FEDERAL GRANTS FUND FOR CAPITAL <br />COSTS IN THE DEVELOPMENT OF A NATURE AWARENESS <br /> <br /> 76-396 - "Consideration of an ordinance on first reading to appropriate $6,200 from the <br />Federal Grants Fund for continuation of the Portsmouth Area Home Health Care Service. <br /> <br /> This appropriation will provide the necessary funds to continue the Home Health Care <br />Service. This service provides homemaker health aid for persons over 60 years of age beyond <br />the 30 day period covered by the United Communities Fund. The entire appropriation represents <br />federal funding with no local cash match required. An additional 10% in-kind contribution <br />is required and is provided through the services of the Federal Grants Office and Portsmouth <br />Health, Welfare, Recreation Planning Council. The City Manager recommends adoption on first <br />reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $6,200 FROM THE FEDERAL GRANTS FUND FOR CONTINU- <br />ATION OF THE OF THE PORTSMOUTH AREA HOME HEALTH CARE SERVICE." <br /> <br /> 76-397 "Consideration of an ordinance on first reading to appropriate $4,051 from the <br />Federal Grants Fund for the Annual Specialized Training for the Cormmonwealth's Attorney and <br />his staff. <br /> <br /> This appropriation will provide the necessary funds to provide specialized training for <br />the Commonwealth's Attorney and his staff to acquire prosecutory skills in specific areas. <br />Grant funds will be used to cover travel expenses, tuition and registration costs, and sub- <br />sistence for seven members of the Commonwealth Attorney,s staff while attending training <br />schools. Of the total appropriation, $4,051 represents federal funding and $202.55 represents <br />the required local cash match. The City Manager recommends adoption of this ordinance on <br />first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Wentz, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $4,051 FROM THE FEDERAL GRANTS FUND FOR THE <br />ANNUAL SPECIALIZED TRAINING FOR THE COMMONWEALTH ATTORNEY AND HIS STAFF." <br /> <br /> 76-398 - "Consideration of an ordinance to amend the City Code pertaining to metes and <br />bounds descriptions of election districts. <br /> <br /> The 1976 Legislature in cooperation with the U.S. Bureau of Census has required that <br />election districts "be composed as nearly as practical with contiguous and compatible areas <br />having clearly defined and clearly observable boundaries". As a result the boundaries of <br />Precincts 1,5,113,20 and 21 have been moved for the purposes of meeting the mandates of the <br />General Assembly. In researching the previous descriptions contained in the City Code, it <br />was discovered that the metes and bounds descriptions were inaccuzate. Accordingly, the en- <br />tire metes and bounds description of the election districts have been amended although those <br />previously noted have been changed physically. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />AMENDING ARTICLE II OF CHAPTER 9 THEREOF, PERTAINING TO METES AND BOUNDS DESCRIP- <br />TIONS OF ELECTION DISTRICTS." <br /> <br />Ayes: Barnes, Elliott, Oast, Wentz, Davis <br />Nays: None <br /> <br /> 76-399 "Consideration of an ordinance amend the City Code by adding a section which <br />will extend the time for qualifying for ~empt~o~.!of real estate taxes for certain elderly <br />people. <br /> <br /> This ordinance will extend the time for qualifying for the exemption of real estate taxea <br />for certain elderly people, who have previously qualified in the immediate past tax year, for <br />exemption. The ordinance will provide for the City Manager making such exemption upon showin <br />of good cause. Occasions have arisen in the past when good cause has been shown for failure <br />to apply for the exemption. This ordinance will authorize such persons to qualify. The Cit <br />Manager recommends adoption." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Wentz, the following ordinance was adopted on <br />first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE AMENDING THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />ADDING TO SECTION 35-225 THEREOF, SUBSECTION (e) PERTAINING TO EXTENDING TIME <br />FOR QUALIFYING FOR EXEMPTION OF REAL ESTATE TAXES FOR CERTAIN ELDERLY PEOPLE <br />UPON SHOWING OF GOOD CAUSE." <br /> <br />Ayes: Barnes, Elliott, Oast, Wentz, Davis <br />Nays: None <br /> <br /> <br />
