¸48 <br /> <br />September 28~ 1976 <br /> <br /> On motion of Mr. Elliott and seconded by Mr. Oast, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $275,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />IMPROVEMENTS TO THE WATER AND WASTE WATER DISTRIBUTION SYSTEMS." <br /> <br /> 76-393- "Conside~a~i~n~of an o~dinance.on first reading to appropriate $100,000 in the <br />Capital Improvements Fund for the construction and renovation of recreation centers in Cavalie <br />Manor and Port Norfolk. <br /> <br /> This appropriation will be funded from Revenue Sharing funds, Entitlement VI which liste~ <br />$100,000 for Capital Improvements Recreation, that are currently earmarked for the proposed <br />recreation center ~n Mount Hermon. The <br /> <br />The following letter presented: <br /> <br />and Recreation Center and the renovation of the Po't <br /> A letter outlining the basis for this recommenda- <br />City Manager recommends adoption on first reading. <br /> <br /> "The 1976 Community Development program included monies for construction of a new gymna- <br />sium in Cavalier Manor ($200,000) and for renovation of the former Port Norfolk fire station <br />into a neighborhood facility ($75,000). At the time of approval, we indicated that both <br />projects would be accomplished with 100% federal funds, thereby not increasing the City's <br />debt service requirements. We have received bids for the gymnasium and have received a prelim <br />nary cost estimate for the renovation work, and as a result we are requesting an additional <br />appropriation of $100,000 from General Revenue Sharing for these two projects. <br /> <br /> We proposed to use $100,000 of the $350,000 of General Revenue Sharing funds set aside <br />for the Mt. Hermon neighborhood facility, and replace these funds under the next entitlement <br />of General Revenue Sharing. As you may know, a new General Revenue Sharing bill has passed <br />both the House and the Senate, and is now in conference. Due to delays in relocation by <br />the junk yard, the proposed site for the Mt. Hermon facility, we do not anticipate a need <br />for the $100,000 until fiscal year 1978. Even if a new site were selected, we would not <br />be able to expend the entire amount during this fiscal year. <br /> <br /> Of the appropriation requested, sixty~housand dollars ($60,000) will be added to the <br />$200,000 previously appropriated for the gymnasium. The low bid (19.03 sq. ft.) for this <br />project compared quite favorably to statewide costs (low quartile average of 19.86 per sq. <br />ft.). The gymnasium's design is very basic (as indicated by the low square footage cost), <br />and as such we do not feel that any significant cost savings can be made without seriously <br />affecting the function and use of the facility. <br /> <br /> Forty~housand ($40,000) of the requested appropriation will supplement the $75,000 previ= <br />ously allocated for renovation of the Port Norfolk facility. The architect's original estimat, <br />for the renovation work, not including architectural, engineering, or inspection fees, was <br />$121,000. We have examined the architect's estimate, and feel that we can delete some of <br />the improvements included therein. However, in order to stay within the $75,000 appropriated, <br />construction/renovation costs would have to be cut to approximately $66,000. The estimate <br />for electrical, plumbing, beating, venting, and air conditioning alone is over $40,000. <br />This would leave a balance of less than $25,000 for structural and other repairs/improvements. <br />We have directed the architect to delay preparation of final design and bid documents until <br />a determination is made on the additional $40,000 requested." <br /> <br />tO <br /> <br /> Motion of Mr. Wentz~and seconded by Mr. Oast, that the following ordinance to be deferred <br />the meeting of Octobe~ 12, t976, and was adopted by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $100,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br /> CONSTRUCTION AND RENOVATION FOR RECREATION CENTERS IN CAVALIER MANOR AND PORT <br /> NORFOLK." <br /> <br /> 76-394 "Consideration of an ordinance on first reading to appropriate $100,000 from the <br />Revenue Sharing Trust Fund in the category of Capital Improvements Recreation. <br /> <br /> The Entitlement VI Planned Use Report indicated $100,000 to be used in the category of <br />Capital Improvements Recreation. This appropriation is consistentwith the planned use of <br />the Revenue Sharing funds. This ordinance is a companion to the previous ordinance and will <br />provide the Revenue Sharing funds to the Capital Improvements Program for the projects out- <br />lined. The City Manager recommends adoption on first reading." <br /> <br /> Motion of Mr. Wentz and seconded by Mr. Oast, that the folloiwng ordinance to be deferred <br />to the meeting of October 12, 1976, and was adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $100,000 FROM THE GENERAL REVENUE SHARING TRUST <br />FUND IN THE CATEGORY OF CAPITAL IMPROVEMENTS - RECREATION." <br /> <br /> ?6-395 - Consideration of an .ordinance on first reading to appropriate $21,500 from the <br />Federal Grants Fund for Capital Improvements and operati~g :costs in 'development of a Nature <br />Awareness Park for the Handicapped. <br /> <br /> City Council~ previously authorized the City to make application to the State for $15,000 <br />for a grant under the Urban Assistance Incentive Fund for the development of this program. <br />This is one of the few programs that the City has developed that is designed for the handi- <br />capped. There are $15,000 in State funds and $6,500 in local funds included in this appro- <br />priation. In addition, the City will be required to provide $8,500 in in-kind services. <br />The City Manager recommends adoption on first reading." <br /> <br /> <br />
