September 28, 1976 <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 76-388 - "Consideration of an ordinance on first reading to appropriate $20,000 from the <br />Capital Improvements Fund for surveying, engineering, and costs related to obtaining Army <br />Corps of Engineers permits for the City's 5-year dredging program. <br /> <br /> This appropriation will provide the necessary funds to do the surveying and engineering <br />required in connection with the 5~year Capital Improvements Pro§ram for dredging creeks and <br />tributaries of the Elizabeth River to improve drainage. Also this will provide the funds to <br />underwrite the costs in obtaining permits from the Army Corps of Engineers for the necessary <br />dredging~ This item is included in the 5-year Capital Improvements Program with funds al- <br />located for each of the next 5 years for maintenance dredging. The City Manager recommends <br />adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Wentz, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $20,000 FROM THE CAPITAL IMPROVEMENT FUND FOR SUR- <br />VEYING, ENGINEERING AND COSTS RELATED TO OBTAINING ARMY CORPS OF ENGINEERING <br />PERMIT FOR CITY OF PORTSMOUTH'S FIVE YEAR DRAINAGE PROGRAM." <br /> <br /> 76-389 "Consideration of an ordinance on first reading to appropriate $143,000 from <br />the Capital Improvements Fund for engineering and design costs for various drainage and stree' <br />improvements projects, and the construction of storm drains at the new dental clinic. <br /> <br /> This appropriation will provide the funds necessary to do the engineering and design <br />work for the priority items (in sequence) in the categories of storm drainage and street <br />improvements outlined in the Capital Improvements Program. A listing of the projects and <br />estimated cost for surveying and engineering is attached for your information. The City <br />Manager recommends adoption on first reading." <br /> <br />the <br /> <br /> On motion of Mr. Oast and seconded by Mr. Elliott, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $143,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />ENGINEERING AND DESIGN COSTS OF VARIOUS DRAINAGE AND STREET IMPROVEMENTS PRO- <br />JECTS AND FOR, THE CONSTRUCTION OF STORM DRAINS FOR THE NEW DENTAL CLINIC." <br /> <br /> 76-390 - "Consideration of an ordinance on first reading to appropriate $143,000 from <br />the Federal Revenue Sharing Trust Fund in the category of Capital Expenditures in Drainage <br />and Street Improvements. <br /> <br /> This ordinance is a companion appropriation to the above ordinance and provides the <br />Revenue Sharing funds to the Capital Improvements Fund for the projects previously outlined. <br />These projects were scheduled to be funded by Revenue Sharing in the 1976-81 Capital Improve- <br />ments Program. There is currently a balance of Revenue Sharing Funds earmarked for street <br />improvements to Deep Creek Boulevard from Frederick Boulevard to Wright Avenue of $123,000. <br />Since these funds are not sufficient to accomplish the actual construction, it is recmmmended <br />that they be used to begin surveying and design on the next priorities in anticipation of <br />reenactment of Revenue Sharing. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Elliott, the following ordinance was approve( <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $143,000 FROM THE GENERAL REVENUE SHARING TRUST <br />FUND IN THE CATEGORY OF CAPITAL EXPENDITURES - DRAINAGE AND STREET IMPROVEMENTS. <br /> <br /> 76-391 - "Consideration of an ordinance on first reading to appropriate $15,500 from the <br />General Fund for the purchase of equipment and salaries for the Commonwealth AttorneY's 0ffic~ <br />for investigation and prosecution of welfare fraud cases. <br /> <br /> This program has <br />This appropriation is <br />a monthly basis. The <br /> <br />been approved by the State and is being funded 100% by State funds' <br />being made in the General Fund and expenditures will be reimbursed on <br />City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $15,500 FROM THE GENERAL FUND FOR THE PURCHASE <br />OF EQUIPMENT AND SALARIES FOR THE COMMONWEALTH ATTORNEY'S OFFICE FOR INVESTI- <br />GATION AND PROSECUTION OF WELFARE FRAUD CASES." <br /> <br /> 76-392 <br />the Capital <br />systems. <br /> <br /> "Consideration of an ordinance on first reading to appropriate $275,000 from <br />Improvements Fund for improvements to the water and waste water distribution <br /> <br /> The Public Utilities Department has a continuing allocation for updating and improve- <br />ments to the water and waste water distribution systems in the Capital Improvements Program. <br />This appropriates the allocation for 1976-77 earmarked in the 1-year Capital Improvements <br />Work Program. This appropriation will be funded from unallocated utility bond proceeds. The <br />City Manager recommends adoption on first reading." <br /> <br /> <br />
